FG overrules NYSC on postings to troubled states

Federal Government has overruled the National Youth Service Corps on the redeployment of corps members from troubled states.

Minister of Youth Development, Alhaji Inuwa Abdulkadir, said this at a news conference in Abuja on Tuesday. Abdulkadir insisted that corps members would be posted to Borno, Yobe and other troubled states.

His positing supersedes an earlier concession granted to the affected corps members by the Director-General of the NYSC, Brig.-General Nnamdi Okore-Affia.

The DG, had in a statement on July 5 directed corps members posted to Yobe to proceed to Nasarawa State, while those scheduled to have their orientation in Borno were directed to Benue State.

The minister argued that the issue of posting of corps members to states other than their states of origin was enshrined in the relevant laws establishing the scheme.

Abdulkadir said any other form of concessional posting of corps members apart from the grounds of health and marriage would require constitutional amendment.

On the resolution passed by the House of Representatives, he said the position of the ministry remained the position of the law.

The House had in a resolution said the NYSC should halt posting of corps members to troubled states.

The minister said, “Talking about the National Assembly’s resolution vis-a vis our position here. My position is that of the law.

“The fundamental thing is that the NYSC is a constitutional issue; the constitution of the Federal Republic of Nigeria, which is supreme.

“Of course, the NYSC initially was established through a military decree in 1973 because of its potential to the existence of Nigeria as a nation.

“And in pursuance of a deliberate policy to set up something that will always and continue to integrate Nigerians and bring about harmony amongst Nigerians, among other things, the framers of the 1979 Constitution deemed it fit to make the NYSC law part of the constitution.

” So if you are going to make any amendment to the NYSC or alter anything, you have to alter the constitution. That is the position.

“In that regard, posting of corps members to states, apart from their own, except in some special circumstances, is governed by the law and must be adhered to.”

He recalled that many Nigerians died during the civil war.

The minister stated, “Don’t forget that a number of people went to the civil war. A number of Nigerians went to the war front they were killed they left families.

“There are people who up till now who for no fault of theirs because by circumstances they were born during the period of the war they were not armed they got incapacitated. They have disabilities and they are living with those disabilities because of the war. This is a sacrifice to the nation.”

He criticised the protest by some corps members in Abuja, saying at the time of the protest the protesters, who wore NYSC uniform, had not registered.

Abdulkadir said, “How did they even get uniforms to wear? If they are really mobilised to go and serve where did they get the corpers’ uniform to come and assemble before the office of the NYSC to say they are protesting that they want to go or will not go.”

Police quiz Jagaba over $620,000 bribe scandal

Police Special Task Force on Tuesday interrogated the Chairman of the House of Representatives Committee on Drugs/Narcotics and Financial Crimes, Mr. Adams Jagaba.

The lawmaker was quizzed over the $620,000 bribery scandal involving the Chairman of the House of Representatives Committee on Fuel Subsidy, Mr. Farouk Lawan.

The Deputy Force Public Relations Officer, Mr. Frank Mba, confirmed this in a telephone interview with one of our correspondents in Abuja,

He said Jagaba arrived at the Force Headquarters at 11am and left two hours later when he was granted bail on self-recognition.

Mba stated, “He made statement that will be very useful to the investigation (into the subsidy scandal).”

Lawan had claimed that he reported the bribery to Jagaba through a letter he wrote in April.

He stated that he handed over the $620,000 to Jagaba.

Lawan said he expected the narcotic committee chairman to forward the bribe money to the House leadership.

Our correspondents learnt that Jagaba reiterated that Lawan did not give him the money or a letter.

It was learnt that the police and the State Security Service had been working to break the deadlock in the investigation into the bribery scandal.

It was learnt that the two security agencies, had since last week, been meeting on how to conclude the probe into the scandal.

Before last week, the investigation had got to a dead-end following the failure of the SSS to release some exhibits to the police.

The STF had written to the Director-General of the SSS requesting the call logs of persons involved in the scandal and the case file containing the initial statement of the Chairman of the Zenon Oil and Gas, Mr. Femi Otedola.

Mba last week said the police had no enough evidence to prosecute Lawan.

He said the police were gathering more evidence on the matter.

Foreign trained doctors to sit for exam in Nigeria


The Acting Registrar of the Medical and Dental Council of Nigeria, Dr. Udugbai Ilevbare, has said that from October this year, all graduates of foreign medical and dental training institutions interested in practising in Nigeria must sit for and pass the council’s assessment examination, to be eligible to practise.

According to him, foreign medical graduates must show evidence from the health regulatory bodies of the countries where they are trained that they are registerable and could have practised in those countries if they had wanted to do so.

He said, “What it means is that if those who trained you as doctors permit or allow you to treat them as patients, we can also allow you to treat us without fear.”

Ilevbare added that the council had also made participation in continuing professsional development activities as one of the conditions for the annual renewal of doctors’ practising licenses.

He called on newly inductees to maintain their names on the MDCN register.

Ilevbare said, “Council would continue to ensure that we do not unleash medical practitioners who are not well- trained on the society. I would advise that you continue to attend workshops to ensure that you keep abreast with current developments in this profession.”

Meanwhile, the council on Tuesday in Abuja stated that about 20,000 health workers had emigrated from Nigeria to developed countries.

Out of this figure, it said about 4,000 doctors left for the United States of America.

The National Chairman of the Association of Public Health Practitioners of Nigeria and Consultant Community Physician at the University of Benin, Dr. Obehi Okojie, said this during the induction ceremony for 103 graduates of foreign medical institutions and Igbinedion University, Okada.

According to her, these skilled workers have benefitted from government’s funds to subsidise education, while some had been virtually trained free.

She, however, said despite having been trained in Nigeria, the doctors were presently serving developed countries that contributed nothing to their education.

Okojie said, “Nigeria is now an exporter of health workers, doctors and nurses to the developed countries of the world. The MDCN estimates that about 20,000 doctors have emigrated from Nigeria with about 4,000 to USA.

“It is a shame and retaining these expensively- trained professionals has been identified as an issue government has to address seriously and urgently to reverse this ugly trend.”

She said the Federal Government must provide an enabling environment to motivate the doctors so as to stem the tide of brain drain especially in the health sector.

To achieve the MDGs, she suggested that the country should ensure availability of doctors with right skills, supported to do the right things for Nigeria.

Fear grips Kaduna residents over Jos killings

The killings in Jos, Plateau State on Sunday which claimed the lives of a serving Senator and a member of the State House of Assembly has heightened the already tensed situation in Kaduna State which had a fair share of violence last month, leading to imposition of 7pm to 6am curfew.

The Boko Haram Islamic organisation had claimed responsibility for the two attacks.

In the Kaduna metropolis and environs, security was beefed up in strategic locations. Our correspondent who monitored the situation, reports that the police mounted a “stop and search” operation.

At the Barnawa area of the state, traffic was heavy as the police carried out a thorough search of vehicles. In other locations such as the ever busy Independence Way, heavily armed soldiers were spotted waving down motorists at the check point mounted by them.

Also, at the Bida Road leading to the Central Bank of Nigeria area office as well as the Yakubu Gowon way, security was tight as commercial motorcycle riders, also known as Okada riders, were asked to disembark and roll their bikes.

Meanwhile, the Kaduna State Government on Tuesday commiserated with the government and people of Plateau State over the Sunday attack in the state which claims many lives.

The government, through Governor Patrick Yakowa’s Senior Special Assistant on Media, Mr. Reuben Buhari, noted that more worrisome was the unfortunate and unnecessary death of Senator Gyang Dantong and the Majority Leader of the Plateau State House of Assembly, Mr. Gyang Fulani.

The statement read, “Governor Patrick Yakowa wishes to convey his deepest condolence and sympathy and that of the entire people and Government of Kaduna State over the unfortunate recurrent crises in Plateau State.

“The governor expresses his deepest sympathy to Governor Jonah Jang, the Leadership of the National Assembly, the families of the bereaved and the entire good people of Plateau State.

“He further reiterates his belief in the fact that the shedding of innocent blood has never been the only solution to solving any differences. It only compounds the issues.”

The governor called on the people of the North to embrace peace, to fast-track the economic transformation of the region.

“He urges the Government and people of Plateau to be strong, take heart, remain focused and pray that such disaster becomes a thing of the past,” she said.

Foundation educates pupils on cardiovascular diseases

Chike Okoli Foundation in partnership with the Lagos State Ministry of Education is planning to create awareness on healthy living for pupils and youths in various public schools and communities in Lagos.

According to the Project Coordinator, Mrs. Beauty Alfred, the awareness campaign, which is inaugurated under the “The Grass Roots Cardiovascular Health Programme,” would be taking place in 10 schools throughout this month.

She said about 10000 pupils in the state would benefit from the free cardiovascular screening which was borne out of the need to create awareness among the youths on the negative impact of unhealthy lifestyle.

The targeted schools include, the Wesley Girls Secondary School, Sabo; Mainland Senior High School, Jibowu; Birrel High School, Barracks; Ayetoro Senior Grammar School, Adekunle; Lagos City Senior College, Sabo.

Others are: Dolphin Senior High School, Lagos; Eko Akete Senior Grammar School, Lagos; Ebute Olofin Senior High School; Girls Senior Academy, Lagos and King Ado Senior High School, Lagos.

We’re behind Plateau mass killings –Boko Haram • Says, Christians should accept Islam if they want peace

THE fundamentalist Islamic sect, Jama’atu Ahlissunnah Lidda’awati Wal-Jihad, otherwise known as Boko Haram, on Tuesday in a statement claimed responsibility for the mass killings in Plateau State at the weekend.

More than 100 persons were reportedly killed in attacks on three communities in the Barkin Ladi and Riyom local government areas of the state on Saturday and Sunday.

The sect “thanked God for the success of the attacks” and vowed that there was no going back on the jihad (Holy War) it had launched against Christians and the government. It also asked “Christians in Nigeria to accept Islam” as a condition for a ceasefire.

It described as a “new lie” claims by the new National Security Adviser, Sambo Dasuki, that he has an access for a dialogue with its leaders.

The statement

Full (and unedited) text of the Boko Haram statement, issued by its spokesman, Abu Qaqa, and posted onSaharaReporters on Tuesday, reads, “The Jama’atu Ahlissunnah Lidda’awati Wal-Jihad, is grateful to Almighty God and hereby makes it known to the world of our success and attack on Barkin Ladi and Riyom in Plateau State on Christians, security agencies and members of National Assembly.

“Like we said earlier, Christians in Nigeria should accept Islam, that is true religion, or they will never have peace. We do not regard them as trusted Christians as some illiterates are campaigning because it was Christians that first declared war on Muslims with the support of government.

“Like we said, we shall continue to look for government officials; they will not have the rest of mind. We will attack their homes and security agencies in the same way they are attacking us and destroying our houses that we have been renting. We will continue with what we did in Rijiyar Zaki in Kano State.

“To the general public, particularly those in Kano that are dragging their heads into this fight by supporting security agencies. Let them learn from what happened to people in Kurna quarters. From now on anyone found wanting should have himself to blame. We do not have any agenda than working to establish Islamic Kingdom like during the time of Prophet Mohammed (PBUH) no matter what will happen to us.

“We heard the information going round that new National Security Adviser, Sambo Dasuki, has gotten means of reaching us for a dialogue, that is a new lie.”

86 died –STF

The Special Task Force, a military outfit in charge of security in the state, on Tuesday, however, put the number of dead victims of the weekend’s attacks at 86.

The state Police Public Relations Officer, DSP Emmanuel Abuh, however said that the casualty figure had not been ascertained because of the resurgence of attacks on Sunday. He said that figures were still being compiled.

Spokesman for the STF, Capt. Salisu Mustapha, told our correspondent in Jos that the figure included 63 bodies counted in the nine villages attacked by gunmen and that of the 21 bodies of the attackers that met their deaths during the violence.

Two policemen, according to Mustapha, were also killed.

Fifty bodies were recovered from a church in Matse. The dead were villagers that ran to the church during Saturday’s attack on their community.

Among the victims of the killings were a Senator, Gyang Dantong; and a member of the state House of Assembly, Gyang Fulani, who met their deaths on Sunday when gunmen swooped on them while leading the procession for the mass burial of the 50 killed in the church.

A survivor of the attack on the legislators, Mr. Simon Mwadkon, said Dantong and Fulani died of exhaustion while running away from their attackers.

Mwadkon is a member of the House of Representatives.

Soldiers didn’t run away

Salisu denied media reports that the soldiers ran away because of the superior gunfire of the attackers.

Mwadkon had told Governor Jonah Jang, when the latter visited him that he suspected connivance between the soldiers and the attackers given the behaviour of the colonel who led the security team to the burial site where Dantong and Fulani were killed.

He had also told Jang that the colonel directed them to remove the ambulance they brought to the site to enable him to bring in an armoured tank, but rather used his Hillux Van to block the only road to the place.

Mwadkon had also alleged that it took the soldiers more than one-and-a- half hours to convey the gasping senator to the hospital, while he, who left after the senator, arrived at the hospital ahead of the soldiers.

Dantong’s younger brother, Rwang, on Monday had alleged that the attack on the procession was aimed at killing the Senator.

However, Mustapha described Mwadkon’s claims as lies.

He said, “Those are blatant lies, nothing like that happened. These people (soldiers) are professionals for crying out loud. How can they run away?

“What they did when they heard the gunshots was to tell the people to lie down because they knew that from the distance the shots were coming from nobody would be hit because of the calibre of the guns they were shooting from; but in frenzy they all started running. And that was why the two senators died of exhaustion and it was for the same reason that nobody sustained any gunshots.”

No arrest yet

He however said no arrest had been made.

The Plateau State Commissioner for Information, Mr. Yiljap Abraham, could not be reached as he was said to be attending the state Security Council meeting as of press time.

The Coordinator of the National Emergency Management Agency in the state, Mr. Dan Gambo, could also not be reached as calls to his mobile phone were not answered.

More attacks on Tuesday

Meanwhile, fresh attacks were reported in two more villages in the Barkin Ladi and Riyom local government areas on Tuesday.

The attackers set ablaze the houses of fleeing villagers at Shong and Tse in Barkin Ladi.

Though reports indicated that there were no lives lost in the Tuesday attacks, a member representing Riyom constituency in Plateau State House of Assembly, Daniel Dem, who confirmed the new development to our correspondent on Tuesday, said that more than 140 corpses were still lying rottten at the scene of attacks in the villages because the villagers had no access to their homes to evacuate the bodies of their loved ones.

He said, “I can authoritatively confirm to you that as I am talking to you now, the same gunmen from top of the mountain have attacked two more villages.

“The two villages, Tse and Shong, are in ruins with no house standing. The gunmen came in their usual style with sporadic shootings. The villagers were scared and they ran out of their houses, the gunmen set the houses ablaze and the incident had added to the numbers of displaced people in the area.”

Efforts to get Abuh to comment on the new development were not successful as calls to his mobile phone were not answered.

PDP’ll displace Oshiomhole – Anenih

FORMER Peoples Democratic Party Chairman, Board of Trustees, Chief Tony Anenih, has predicted victory for the PDP in Saturday’s Edo State governorship election.

Anenih, who spoke at a campaign rally in Okada, Ovia North East Local Government Area on Tuesday, said the PDP candidate, Charles Airhiavbere, would have an easy ride because his rival, Governor Adams Oshiomhole of the Action Congress of Nigeria “lacks the capacity to remain governor”.

He said, “It’s true that the governor of Edo State is from the Northern Senatorial District. When you have children, you give them responsibility, but Oshiomhole can’t carry any responsibility. We have a candidate who will deliver health care and quality education.”

Anenih however dismissed reports that the party’s candidate labelled students of the state-owned Ambrose Alli University “armed robbers”, saying the PDP would lift the standard of the institution if voted to power.

He said, “What we have in AAU are Oshiomhole’s kinsmen. We have an institution whose entire management, including the Vice-Chancellor, Registrar, Bursar and even Student Union Government, are in acting capacity.

“The words of elders are words of wisdom. Edo cannot be left out in the South-South which is controlled by the PDP.”

Another leader of the party in the state, Chief Gabriel Igbinedion, urged the people to vote “massively for the PDP on Saturday”.

Airhiavbere on his part, promised to reabsorb sacked workers of the state-owned transport company, Edo Line, within his first 24 hours of being sworn-in as governor. He also promised to domesticate Federal Government transformation agenda.
