2015: It ‘ll be political suicide if Ndigbo is absent – Chukwumerije

SENATOR Uche Chukwumerije’s pedigree in the crusade for Igbo self identity is almost universally acknowledged. So, given the seeming lethargy that has enveloped the political leaders of the region especially with respect to the 2015 presidential contest, it was not surprising that Chukwumerije would make an intervention on the course and consequences of Igbo abstention in the contest.

Speaking penultimate weekend to a select audience of Ndigbo political elite, Senator Chukwumerije, PDP, Abia North warned that Igbo nonparticipation in 2015 would inevitably mean political suicide for one of three regional blocks upon which post-colonial Nigeria was founded.

The senator spoke at the 2012 end-of-year colloquium of the Igbo Youth Movement, IYM held at the Nike Lake Resort Enugu, under the theme: “Nigeria; in search of true federalism.”

Notable persons honoured at the colloquium include literary icon, Professor Chinua Achebe, Dr Okechukwu Ikejiani, and Rear Admiral Ndubuisi Kanu for distinguishing themselves and making Ndigbo and Nigeria proud. Also honoured at the event were former Ohanaeze presidents, Justice Eze Ozobu and Dozie Ikedife, Prince Emeka Onyesoh of Nri Kingdom and Rev. Ukandu Ucheya.

Speaking on the topic “Ndigbo and 2015: An exhortation,” Chukwumerije said: “Ndigbo are in trouble politically and unless very urgent and decisive remedies are summoned to tackle this unbecoming situation we will disappear completely from Nigeria’s political map.

Every other national group, big and small, but the Igbo, are currently unifying their ranks, realigning their forces, establishing linkages, creating alliances and girding their loins for the grate political confrontation ahead. What do we witness in Igbo land other than disunity, inaction, inertia, silence? Can we continue to live like this, to abandon our homesteads for others to pollute, to confuse and to exploit?

“‘The answer is capital no! We must take control of our political destiny; we cannot outsource it to any other person or group. To do so is to mortgage our existence, our future, and our place in Nigeria’s political history.

Ndigbo must make uncompromising bid for presidency in 2015


Ndigbo must make an unqualified, unapologetic and uncompromising bid for the Nigerian presidency in 2015. Failure to this will amount to political suicide. Our presidential bid has all required moral content.

It also has a geo-strategic value as well as a demographic force behind it. Even though Ndigbo are the largest single demographic group in Nigeria , we won’t be making an ethnic bid for power. We will be making a national bid, by talking to others, by convincing them about the imperative necessity of a Nigerian President of Igbo extraction, by establishing strategic partnerships, by counting on our goodwill built over the years and by expanding our political capital wisely and judiciously.

A national bid for presidential power operates in the context of the existing political parties and formations and the aggregate interests they represent. Ndigbo are well represented in the PDP and can become even more relevant to the power dynamics and power relations in it if we do the right things and take the right steps.

We cannot be strong outside in the rest of Nigeria without being strong at home. Our unity is the source of our strength but that unity is currently lacking among the Igbo elite.

If we are united, no force, no matter how formidable it may be, will withstand our political resurgence, our political re-birth and a powerful bid for the presidency in 2015.

Igbo must carry other Nigerians along

The senator, who acknowledged that the Igbo cannot go it alone proffered elaborate strategies to actualize the objective. He said: “We cannot do this alone. We cannot accomplish our political project by ourselves alone. We need the support and understanding of others. We can never achieve this without effort, sacrifice and hard work.

We must have a team ready and up and running, meeting our contemporaries, our friends and neighbours, and even those who are not presently enthused about the prospects of Igbo presidency in 2015. It is our responsibility to convince them, to change their mode of thought and to bring them on our column.

Can we realize the goal of Igbo presidency in 2015? I honestly don’t know. Can we realize it in 2019? I also don’t know. Is any other group certain they will get it in 2015 or 2019? My answer is that if they are honest with themselves, they too don’t know. All I do know is that we will work very hard to attain this objective, we must do all that is needful to realize our aspiration.

Let us have a good political fight, let us render a good account of ourselves; let us say no to thunder and the other elements. Let us believe that we can, not by just mouthing it as a phrase or a slogan, but by working out our socks off beginning from today.”

Soyinka emerges first recipient of Awolowo Leadership Prize

The Selection Committee, Obafemi Awolowo Prize for Leadership, on Wednesday named Nobel Laureate, Prof. Wole Soyinka, the recipient of the maiden edition of the award.

Making the announcement in Lagos at a press briefing, Chairman of the Selection Committee and former Secretary-General of the Commonwealth, Chief Emeka Anyaoku, said the prize, which would be awarded every two years, consisted of a medal, a certificate and a plaque.

He said after a careful consideration, the committee unanimously concluded that of all the nominees presented before it, Soyinka emerged the most qualified for the award.

Anyaoku noted that nominees for the prize were expected to have demonstrated, to a substantial degree, the attributes considered to have characterised the leadership style of the first Premier of the Western Region. These attributes, he said, included integrity, credibility, courage, selflessness, accountability, tenacity of purpose, visionary and people-centred leadership, respect for the rule of law and press freedom.

He said, ‘‘The prize consists of a medal, a certificate and a plaque. The emphasis is on the intrinsic value of the award, which, in itself, not only confers considerable honour and recognition on the recipient, but also serves as a strong incentive for the pursuit of excellence in leadership and good governance.’’

According to him, an appropriate citation for Soyinka would be read at the official award ceremony billed for March 6, 2013 to coincide with the birthday of Awolowo.

Anyaoku added that Soyinka had, in various ways, demonstrated many of the core values that had been associated with Awolowo, and which the prize sought to encourage and reward.

He also named members of the Selection Committee to include Justice Muhammadu Uwais, Sir Olaniwun Ajayi, Chief Ayo Adebanjo, Bishop Emmanuel Gbonigi, Olorogun Felix Ibru, Mr. Niyi Adegbonmire, Bishop Matthew Kukah and Mr. Bola Akingbade. Others are Profs. Akin Mabogunje, O. Akinkugbe, Adetokunbo Lucas, Anya. O. Anya, Funmi Soetan and Ladipo Adamolekun.

In her remark, Executive Director, Obafemi Awolowo Foundation, Dr. Tokunbo Awolowo-Dosunmu, noted that there was no monetary value attached to the prize.

She said, ‘‘The Obafemi Awolowo Leadership Prize is instituted by the Obafemi Awolowo Foundation on the basis of one of the major recommendations of its Special Dialogue on ‘Transformational Leadership and Good Governance: Lessons from Awolowo Example’, held in July 2011.”

She stated that the prize was instituted in the honour of Awolowo to reward leadership and good governance. Awolowo-Dosunmu said Soyinka would deliver a lecture on the day of the award presentation.

The event was attended by spokesman for the Save Nigeria Group, Dr. Yinka Odumakin; Prof. Ayo Olukotun, Ajayi, Adebanjo, Ibru, Senator Anthony Adefuye among others.

Pirates attack vessel, kidnap five Indians

Gunmen stormed a tanker ship off the coast of Nigeria’s oil-rich Niger Delta, ransacking the vessel and kidnapping five Indian sailors,AP reports on Wednesday.

This came as the Joint Task Force in the Niger Delta, codenamed Operation Pulo Shield, on Wednesday, raised the alarm over increasing involvement of foreigners in oil theft in the country.

The attack targeted the SP Brussels tanker as it sat about 40 miles (64 kilometers) off the coast of Niger Delta, Medallion Marine said in a statement.

The gunmen, the statement said, stole personal belongings on board the ship in the attack on Monday and kidnapped the sailors.

It said those remaining on board later sailed the vessel safely to a port in Lagos.

It added, “Medallion Marine have been working in close cooperation with the authorities, and everything possible is being done to ensure the safe return of those crew members taken from the vessel. Nigerian naval vessels are assisting with this process.”

Nigerian Navy officials previously declined to comment about the attack, saying they had no information.

The attack on the tanker came the same day gunmen abducted four South Koreans and a Nigerian working for Hyundai Heavy Industries Co. in Bayelsa State.

Meanwhile, the JTF Commander, Maj.-Gen. Johnson Ochoga, who spoke in Yenagoa, Bayelsa State, also called on the Nigerian Immigration Service to always monitor the activities of foreigners in the region.

Operatives of the JTF, he said, had arrested 10 Indians and four Nigerians on board an oil vessel, MT ASHKAY,within Nigerian territorial waters.

He said the latest arrest had brought to 31 the number of foreigners apprehended in connection with oil theft in the region within the year.

He explained that the outfit had earlier rounded up 21 Ghanaians and five Nigerians after they were caught on board two vessels carrying 1300 tons of stolen crude oil.

Ochoga said, “This has brought to the fore the need to monitor foreigners more closely in the region, which is a primary responsibility of the Nigerian Immigration Service and further underscores the importance of multi agency nature of JTF.”

He noted that 12 months after the JTF’s responsibilities were expanded to include protecting the Nigerian economy, the outfit had carried out 7,585 anti-bunkering patrols.

He added that 1,945 suspects had been arrested while 4,349 illegal refineries had been destroyed in the region.

He decried the proliferation of illegal refineries in the region, blaming the development on “the crudeness, simplicity of the design and cheapness of construction apparatus of the refineries”.

Ochoga added that nine operatives of the outfit were killed by oil thieves and pirates in the region in the last one year.

The bandits, he added, wounded three officers of the outfit.

He said, “We have not allowed this unfortunate incident to dampen our morale and resolve to pursue our mandate to a logical conclusion.”

Kwara promotes health tourism with multi-million Diagnostic Centre

Health is wealth goes the saying. As a result of this, issues relating to health have always been the central focus of human existence . In fact, all over the world, effective and result- oriented health care delivery services have remained the central target of any serious government.

In Kwara State, the situation is not different as the government has taken the issue of health care delivery beyond the pedestrian level.

Five years ago, the state became the first to start community-based health insurance scheme in Nigeria, precisely at Shonga in the Edu Local Government Area. The State has begun expanding the coverage of the scheme from Shonga in Kwara North to Kwara Central and now Kwara South. Senatorial district.What the prospective client needs is to pay N300 as premium per annum to access the health care service.

Apart from spending several millions of Naira to upgrade all the state owned hospitals at Ilorin, Offa, Share and Kaiama to effectively meet the needs of the people in the three senatorial districts, the government has also built and commissioned a multi-million Naira Diagnosis centre situated along New Yidi Road in the State capital.

The project which was conceptualised and started by the immediate past Governor, Senator Abubakar Bukola Saraki was targeted at providing services which the rich travel abroad to get.

Governor Abdulfatah Ahmed, who was a key figure in the Saraki administration completed the project which was commissioned by the vice president, Namadi Sambo last week. Speaking at thecommissioning, the Commissioner for Health Alhaji Kayode Abdul Issa highlighted the importance of the diagnosis centre. According to him, “ every successful treatment of any ailment begins with proper and accurate diagnosis”.

The Commissioner listed the aims of the projects to include: Provision of excellent environment for world class medical diagnostic services primarily for Kwarans, contribution to the national drive of reducing,(if not outrightly stopping)the outflow of Nigerians and national resources by people seeking such diagnostic services from other countries abroad and attraction of patients and patronage from abroad particularly from Africa. The Centre, he said, will also promote health tourism in Kwara and improve the State’s Internally Generated Revenue IGR.

Facilities of the main diagnostic centre block, according to the commissioner, include a town house (staff quarter block and service block) with electronic smoke detector and fire warning; central public address system; digital master clock; digital information system and broad-band internet connection among others.

The centre also has an imaging and laboratory wing. The imaging wing is equipped with the diagnostic machines such as 3D Magnetic Resonance Image Module, ultrasound Scan, ECG, Mammography,X-ray machine,Fluoroscopy,16-slides and 64-slide CT scan machine all complete with a dedicated UPS. Adding that the laboratory wing of the centre is complimented with the equipment for the various laboratories.

Vice President Namadi Sambo disclosed that the newly commissioned Advanced Medical Diagnostic Centre, Ilorin is capable of saving Nigeria from capital flight on medical tourism and treatment abroad.

The VP who lauded the state government for completing the project, said that outflow of resources from the country would be a thing of the past with effective functioning of the Centre. He called on the government to recruit qualified Nigerian medical practitioners now working abroad.

Sambo, who urged other state governments to emulate Kwara State government, advised that proper maintenance culture should be imbibed so that the facility will not be run down.

Governor Abdulfatah Ahmed described the commissioning as another milestone in the history of the State’s health sector.

“The centre is a product of our long and persistent quest for excellence in all aspects of medical diagnosis. This is based on our recognition that proper diagnosis is a necessary precondition for effective medical treatment. This Centre, therefore, is critical to our policy thrust on health with its twin focus on quality and access,” he said.

The governor said the Centre would be run through a Public-Private-Partnership with a highly reputable firm.

According to him,”We believe the Public Private Partnership arrangement would afford the facility an excellent management and maintenance with the aggressiveness in marketing within and outside of the country.”

Chelsea FC will begin their bid to become only the fourth side to have won all three of UEFA's major club competitions away to AC Sparta Praha after today's draws for the UEFA Europa League rounds of 32 and 16.

The west London team are seeking consolation after becoming the first UEFA Champions League holders to be knocked out before the turn of the year. They have met Sparta before, securing a victory and a draw in the UEFA Champions League group stage, but the round of 32 will be largely a voyage into the unknown – only four other sides have met before in UEFA competition.

Bayer 04 Leverkusen and SL Benfica played out a ten-goal thriller in the 1993/94 European Cup Winners' Cup quarter-finals, the Portuguese team prevailing on away goals. There was not much in it when Tottenham Hotspur FC encountered Olympique Lyonnais in the 1967/68 Cup Winners' Cup second round either, the French outfit advancing after a 4-4 aggregate draw. The tie will have extra resonance for Hugo Lloris, who spent four years at Lyon before moving to England in the summer.

Leeds United 1-5 Chelsea: Torres wraps up win for five-star Blues


A first-half strike from Luciano Becchio briefly threatened an upset but the Blues turned on the style after the interval to comfortably book their passage into the last four.

Chelsea turned on the style to see off Leeds and advance to the Capital One Cup semi-finals after an entertaining encounter in the rain at Elland Road.

Luciano Becchio's first-half strike briefly threatened an upset for the hosts but goals after the break from Juan Mata, Branislav Ivanovic, Victor Moses, Eden Hazard and Fernando Torres wrapped up a convincing win for the Blues.

Victory gives Rafa Benitez's chances of bringing silverware back to Stamford Bridge a timely boost, having already presided over exits from the Champions League and Club World Cup.

Much was expected of the first meeting between these two historic rivals in over eight years but events on the pitch only served to show the gulf which has emerged between them.

Benitez shuffled his pack after Sunday’s 1-0 defeat to Corinthians, handing Marko Marin and Ryan Bertrand rare starts and recalling Oscar. Neil Warnock, meanwhile, made three changes to the side which defeated Ipswich Town 2-0 on Saturday, with Jamie Ashdown, Jason Pearce and Michael Brown replacing Paddy Kenny, Alan Tate and David Norris.


Leeds attacked with conviction from the start but it was Chelsea who conjured the first chance on six minutes – Oscar playing in Moses, whose fierce low drive was beaten away by Ashdown.

The visitors appeared to be taking control and Moses stung the palms of Ashdown again before Mata's goalbound effort was deflected behind by Pearce.

Benitez's men were dominating possession but a mistake from David Luiz saw them go behind on 37 minutes. The advancing Brazilian's dinked pass was intercepted by Sam Byram and the flowing counterattack which followed ended with Becchiosweeping home his 16th goal of the season.

Chelsea came roaring back and Moses had the ball in the net on 42 minutes after a flowing move, only for the assistant referee to rule that Torres had strayed offside in the build-up.

Ashdown twice parried away dipping Lampard drives from distance and Leeds went into the break with their noses in front.

Chelsea levelled the scores a minute after the restart, however, as Mata capped a neat passing interchange with a low curling effort which crept under the palm of Ashdown and trickled in.

On 64 minutes Chelsea went ahead as Ivanovic powered home a header at the near post from an inviting Lampard delivery.

Chelsea were playing with swagger now and almost immediatelyMoses cut inside from the left and rifled a shot past Ashdown.

With the game already over as a contest, Luiz played a raking pass through for substitute Hazard, who calmly slotted home a fourth.

The Leeds defence were now virtually non-existent and, after Ashdown parried another Lampard shot, Hazard squared the ball for Torres to tap into an empty net.

Having suitably humbled their hosts, Chelsea then eased to victory, joining Swansea City, Aston Villa and Bradford City in the semi-finals.

ABUJA— FOLLOWING last Saturday’s helicopter crash in Bayelsa State which claimed the lives of former Kaduna State Governor, Patrick Yakowa and erstwhile National Security Adviser, General Andrew Azazi and the setting up of an investigative team to probe the incident, the Senate, yesterday, urged the executive to publish reports of previous investigations into air crashes before any new probe could attract the confidence of Nigerians.

Condemning the resurgence of air mishaps in Nigeria, the Senate said it had become obvious that the Federal Government was no longer capable of coming up with solutions to causes of air crashes.

The Senate also vowed to carry out what it described as a holistic probe into the remote and immediate causes of last Saturday’s air mishap involving a military aircraft.

The Senate decisions followed deliberation on a motion moved by Senator Chris Anyanwu, APGA, Imo East for an investigation into the crash of the Naval Augusta 109 Helicopter in Bayelsa State last Saturday.

Moving the motion yesterday, Senator Anyanwu who is also Chairperson of the Senate Commitee on Navy, said: “Senate notes that in 2007 and 2011, there had been two crashes of similar Augusta helicopters owned by the Navy; worried at the seeming recurrence of air mishaps not just in civil aviation, but also in the Nigerian Military, despite public outcry; aware that between March and October 2011, there were three reported cases of air mishaps by the Airforce at different locations in the country, and that the causes of these crashes remain unknown.

“Further aware that on March 21, 2011, one F7-NI fighter jet, belonging to the Nigerian Airforce that was on a routine training programme, crashed in Kano, killing the flight instructor. The F7 fighter jet, which was reported to have come from Makurdi for two weeks training exercise was delivered to the Airforce by the manufacturers in China only a few days before the incident.

“Recalls that on September 17, 2006, in Vandeikya Local Government Area of Benue State, an 18-Seater Dornier 228 Airforce transport plane carrying senior army officers and three crew members crashed, leaving only three survivors. The victims were members of a committee set up by the government to reposition the Nigerian Army and were enroute Obudu Cattle Ranch where the officers were to hold the retreat.”

Presiding Deputy Senate President, Ike Ekweremadu, overruled a motion for the three committees to carry out a joint independent investigation on the crash.

Senator Abaribe had told his colleagues that the three committees could only assist whatever committee the Executive would set up to investigate the crash, adding that the committees which were saddled with responsibilities of investigating similar air crashes in the past, never came out with any reasonable results as findings.

About 15,000 lives lost in two years

Following deliberation on the motion, the Senate resolved as follows:


“That the Senate condemns the resurgence of air mishaps in Nigerioa and the seeming inability of government to unravel the causes of the incidents.

“That the Senate do mandate the Committees on Navy, Airforce and Aviation to investigate the frequency of these mishaps with a view to finding a permanent solution.

“That Senate observes a one minute silence in honour of the victims of Saturday’s air crash in Tombi, Bayelsa state.

“The federal Government should publish past reports of investigations into Air mishaps.
Summarising the debate, the deputy president of the Senate, Senator Ike Ekweremadu who presided said: “I think we have recorded too many deaths in this country in the last two years, from 2010 when terrorism reared its ugly head in Nigeria. And since then, we have had too many deaths in Nigeria, some arising from terrorism, some arising from kidnapping, some from armed robbery, and some from ritual killings, accidents, road mishaps, air disasters, boat mishaps and all kinds of incidents that have visited us over the years.

“The truth is that people are dying on daily basis in our country, which is very regrettable. I believe within the last one to two years, we have lost over 15,000 people, which is about the population of some countries. Yes, Nigeria is a big country with so much population but this population is depleting by the day by all these incidents, so this calls for all of us and leaders in this country to see what we need to do to halt this trend.

“As we have said here, I think our regulatory agencies need to wake up, to ensure that only airworthy planes take off and land in this country, ensure that the pilots are well trained and where maintenance needs to be done is done. And of course, some of the people have died because of security lapses.

“That is one area that I will emphasise that we should also wake up because the protection of lives and property is the primary purpose of governance. We, as leaders, need to buckle up to ensure that we take care of these problems before we lose our dear population.”

He announced the setting up of two committees, headed by Deputy Senate leader, Abdul Ningi, PDP Bauchi Central, and Minority Whip, Senator Ganiyu Solomon, ACN, Lagos West. Ekweremadu added that members would visit the bereaved families.

Azazi: Family begins burial arrangements

ARRANGEMENTS for the interment of former National Security Adviser, NSA, the late Gen. Owoye Azazi, who died in the ill fated helicopter crash at Tombi, Bayelsa State, last Saturday, alongside Kaduna State governor, Patrick Yakowa and four others, have begun, with burial tentatively fixed for this month by the family.

Family sources hinted, yesterday, that the late General was likely to be buried in his home town, Yenagoa in Bayelsa State. His first son, Owoye Azazi Jnr, however, said the date was subject to change, as plans were just at its preliminary state. Family sources also hinted that they would have loved to bury him next week but were constrained because of the position he held before death came calling unannounced.

Meanwhile, sympathizers, among them dignitaries from all walks of life have continued to throng the Ikoyi home of the late Azazi, to commiserate with his widow and children. Callers, yesterday, were Ogun State Governor, Senator Ibikunle Amosun, former Minister of Petroleum, Mr. Odein Ajumogobia, former Chiefs of Defence Staff, Air Marshal Paul Dike and General AO Ogomudia.

Meanwhile, the remains of the Warrant officer, Mohammed Kamal, would leave Dodan Barracks today for his home town, Ile Odeshile, Ora town Kwara State for interment.

Governor Amosun while speaking to the bereaved family, described the late Azazi as one who reached the apex of his career in the Military. He said: “Azazi might not have died in the war front but he died in service to the nation and in a military helicopter. We are here to remind you that we share your pains. In things that belong to the government, there is usually the tendency to wave off things and presume that it is alright. From primary investigations, there is every need to look at our maintenance culture. It is a sad occurrence.”

Virginity test: Ogun suspends principal

The Ogun State Government has suspended the Principal, Ajuwon Senior High School, Ajuwon, Ifo Local Government Area, Ogun State, Olufunke Oladeojobi, for allegedly conducting virginity test on her pupils.

Commissioner for Education, Science and Technology, Mr. Segun Odubela, told our correspondent on the phone on Wednesday that Oladeojobi had been suspended.

Odubela said, “A five-man committee comprising officials of the Ministry of Education and the state Teaching Service Commission has been set up to investigate Oladeojobi.

“The committee has been mandated to report back to the government in 14 days. Right now, all I can tell you is that we have suspended her pending the conclusion of investigation.”

PUNCH Metro learnt that the government’s resolution came after Odubela and senior officials of the ministry quizzed the principal for over two hours on Wednesday.

A source told our correspondent that she was summoned to the ministry after the publication of the story by The PUNCH.

Our source said, “We were embarrassed when we read the story in The PUNCH on Wednesday. Immediately, relevant parastatals were asked to contact her and ensure that she appeared at the ministry.

“She was quizzed for over two hours and she denied carrying out the test. Rather, she said she only threatened the pupils.

“In view of this, we want to appeal to pupils and their parents to come forward whenever they are invited.”

Odubela, in a statement, added that the government was always concerned about the welfare and interest of students and therefore would not tolerate any act that would compromise their fundamental rights or jeopardise their future.

He said, “We equally believe in the need to maintain discipline in our schools and to follow due process in the handling of this particular case.

“We appeal to the parents of the students involved to be patient and allow us to handle the case as dictated by the law of the land and service rules.”

Oladeojobi, a reverend, was said to have on December 10 invited a nurse to the school to carry out virginity tests on a group of 10 students.

The principal, who the pupils described as a strict disciplinarian, did not seek the consent of the parents/guardians of the pupils before conducting the test.

During the test, it was alleged that the principal and the nurse whose name could not be ascertained dipped their fingers into the pupils’ private part.

But the matter got out of hand when one of the pupils started bleeding after she had been ‘tested.’

Parents of the pupils later stormed the school in protest resulting in the invitation of policemen from Ajuwon Division.

The Divisional Police Officer, Ajuwon Division, Mr. Waheed Yusuf, had on Tuesday confirmed that Oladeojobi was quizzed last week Thursday and Friday.

A police source said she confessed to carrying out the test, saying ‘she was trying to help them.’

When our correspondent contacted Oladeojobi on the telephone on Wednesday, she refused to speak on the matter.

“I don’t have time to give any explanation, please I have a meeting,” she said and hung up.

The Police Public Relations Officer in the state, Mr. Muyiwa Adejobi, said he had yet to be briefed on the incident.

Adejobi, who spoke with our correspondent on the phone on Wednesday, said, “All efforts to reach the DPO to brief me on the incident have proved abortive. So, I can’t give you any update but as soon as I am briefed, I will let you know.”

Dana: Reps want Demuren’s sack, revoke of airline’s licence

ABUJA—House of Representatives Wednesday passed a resolution calling for the dismissal of the Director-General of Nigeria Civil Aviation Authority, NCAA, Mr. Harold Demuren for professional negligence.

The House also recommended that the operating certificate of Dana Airline be revoked.

The House took these decisions which were contained in the report of its Committee on Aviation that was presented at the plenary session yesterday.

The report was laid before the House by the Chairman of the Committee Hon. Nkiru Onyejeocha.

According to report: “The tenure of the current Director General of NCAA ( Dr. Harold Demuren) has expired three months before Dana crash occurred on June 3, 2012.

“So the current Director General of NCAA, Dr. Harold Demuren should be removed from office for professional negligence and incompetence.”

The House also recommended that the Inspector, Engineer Suleiman Akwuh who did pre-arrival inspection on the ill-fated Dana Aircraft without pre—requisite professional qualification should be dismissed from service.

The lawmakers also recommended that the Accident Investigation Bureau, AIB, should be properly equipped with modern laboratory facilities to enable it discharge its responsibilities.

They also recommended that the MD83 aircraft should be phased out of Nigeria aviation industry as NCAA has no certified engineer on MD83 in its employment more so that the aircraft has been decommissioned by its manufacturers.

They further recommended that Federal Airport Authority of Nigeria, FAAN, and Nigerian Airspace Management Agency, NAMA, should be properly equipped with well trained staff and equipment for the purposes of responding promptly and adequately to air accident in the country.

They also called on the Federal Government, through the Ministry of Aviation, to create incentives for indigenous airlines by providing special intervention fund to encourage growth in the aviation industry.

The House further recommended that Central Bank of Nigeria, CBN, should recover the N35.5 billion which was extended to Air Nigeria through UBA but was diverted to other uses.

It would be recalled that the crash occured in Lagos on June 3, killing all 153 passengers and crew on board the aircraft and 10 persons on the ground.

Senate to pass 2013 budget today

The Senate formally received the treated 2013 Appropriation Bill on Wednesday and will commence deliberation on it when it resumes sitting on Thursday (today) by 2pm.

The Chairman, Senate Committee on Appropriation, Senator Mohammed Maccido, laid the budget report on the table.

The President of the Senate, David Mark, said the copies of the budget report would be circulated among senators between Wednesday and Thursday.

He suggested that plenary should commence at 2pm as against the normal 10am, so that the committee would have enough time to tidy up all issues pending on the budget.

Spokesman of the Senate, Senator Enyinnaya Abaribe, confirmed that the upper legislative chamber would pass the budget on Thursday (today) before adjourning for the Christmas holiday.

Meanwhile, the House of Representatives on Wednesday approved the N161.6bn supplementary budget for fuel subsidy.

The subsidy budget passed third reading at the House without any dissenting voice.

President Goodluck Jonathan had sent the supplementary budget to the National Assembly last week, seeking approval to augment the initial N888.1bn voted for subsidy in the 2012 budget.

The lawmakers were divided over the bill last week, with the majority opposing it.

They had demanded the details of the budget, forcing the House to refer it to its Joint Committee on Appropriation/Petroleum Resources to investigate the bill.

But, on Wednesday, the committee reported to the House that Jonathan was “in order” by requesting additional N161.6bn.

The Chairman of the committee, Mr. John Enoh, told the House that the investigation confirmed that over N451bn of the initial N888.1bn was used to settle arrears of subsidy for 2011.

“We established that Mr. President is in order. The committee recommends for approval the sum of N161.6bn as requested,” Enoh said.

The budget was endorsed in a unanimous voice vote.

INEC set for early voter registration – Jega

ABUJA — CHAIRMAN of Independent National Electoral Commission, INEC, Professor Attahiru Jega, said, Wednesday, that continuous voter registration would begin early next year, preparatory to the 2015 general elections.

He said such exercise was intended to avail those who were not yet up to 18 years during the last registration the opportunity to participate in the current electoral processes.

Jega, who spoke at the opening of Election Observation Lessons Learnt Conference in Abuja, assured that there would be no repeat of any of the challenges INEC faced during the 2011 elections.

He said one of the steps INEC had taken to avoid the challenges was the introduction of permanent voter cards, along with card readers, which, he explained, would make double registration impossible.

‘We need ad hoc staff’

Jega disclosed that he would not stop engaging ad hoc staff in most INEC’s assignments as the staff at its disposal was not enough to carry out all the assignments, noting that it was same all over the world.

He said: “The use of ad hoc staff cannot be totally erased because INEC staff alone cannot be used to conduct elections. Most countries have volunteers.”

Noting that the conference did not come at a wrong time, Jega explained that his organisation “sees election observation missions as necessary for ensuring compliance with laws and global best practices, for increasing the transparency of the conduct of elections and for building public confidence in the electoral process.

“When observers issue positive reports, it builds trust in the democratic process and enhances the legitimacy of the governments that emerge from elections.

On election observers

“On the other hand, if they issue negative reports, it would undermine the legitimacy of an elected government and pose questions on the credibility of the electoral process.”

He said since the 2011 elections, his commission had accredited over 400 domestic and international observation missions, a development he said was to “underscore the importance INEC attaches to the value of citizens-led election observation.”

He charged the organisers to use the conference not only to share experiences and enhance communication, but also assist the commissions and various observer mission groups develop a partnership for action to strengthen advocacy for reform of the election legal framework.

Agbakoba sues N-Assembly, A-G, NJC over poor funding of judiciary

Former Nigeria Bar Association, NBA President and human rights lawyer, Olisa Agbakoba, has dragged the National Assembly, Attorney-General of the Federation and National Judicial Council, NJC, before a Federal High Court over poor funding of the judiciary.

In an originating summons filed by his counsel, Mr. Chijioke Emeka, Agbakoba is asking for implementation of provisions of the Constitution that granted Judiciary’s expenditures the status of “first line charge”.

Agbakoba raised five questions for determination by the court, on the interpretation of Sections 81(1}(2}(3), 84(2)(3)(7) and 162(9) of the 1999 Constitution. He urged the court to determine that judiciary’s budget ought to be taken by the NJC straight to the National Assembly for appropriation as against the practice of taking it to the budget office under the presidency.

He argued that apart from independent budgeting, funds belonging to the judiciary in the Consolidated Revenue Fund ought to be released directly to the NJC in whole for disbursement for the needs of the courts as against the practice of release of funds in warrants by the Executive Arm to the Judiciary.

In a 22 paragraphs affidavit supporting the suit, Agbakoba pointed out that the Executive has placed a ceiling on Judiciary’s budget, which he alleged has declined from N90 billion to N75 billion down to N65 billion in the current budget.

NBA former president blamed, “the poor state of court rooms, poor motivation of judges, frequent strikes by Judiciary staff, uncertain pension for Judges and corruption in the Judiciary on the failure of the defendants in the suit to comply with the provisions of the Constitution on independent and adequate funding of the Judiciary.”

Army promotes 51 generals, 19 colonels

The Nigerian Army Council headed by President Goodluck Jonathan Wednesday approved the promotion of 59 Generals with 22 Brigadier Generals elevated to the rank of Major Generals and 37 Colonels elevated to the ranks of Brigadier Generals.

Among the new Major Generals are the Brigade Commander, 4 Brigade Benin , Brigadier General Obi. Abel Umahi, Brigadier Director Army Public Relations, Brigadier General Bola Koleoso, Brigade Commander, 2 Brigade, Port Harcourt, Brigadier General Tukur Buratai, Brigadier General SD Aliyu, Defence Adviser to China, Brigade Commander, 23 Brigade Yola, Brigadier General Jogn Nwaoga, Brigadier General Saliu Uba, Director Veteran Affairs at Defence headquarters and Brigadier General Mashudy Adekanye of the Nigerian Army Ordinance School.

NAVY CHOPPER CRASH: We escaped death by whiskers – Gowon, Maku

KAFANCHAN – Former Head of State, General Yakubu Gowon (rtd) and Minister of Information, Mr Labaran Maku, yesterday, relived events preceding the take off of the ill-fated Navy helicopter that crashed last Saturday in Bayelsa State, killing former Kaduna State Governor, Mr Patrick Yakowa and former National Security Adviser, General Andrew Azazi and four others. They said they escaped death by the whiskers as they were scheduled to board the ill-fated helicopter.

General Gowon who spoke in Kafanchan, 200km, south of Kaduna town, during a Special Service Session to mark the 50th birthday of Apostle Emmanuel Nuhu Kure, of Throneroom Ministry, insisted that the incident was a mere accident, contrary to insinuations that it was planned to eliminate some people.

Meanwhile, Kagoma village, about 230km, South of Kaduna town, in Jema’a Local Government Area, where Yakowa was born, and would be buried today, is set to receive an unprecedented number of visitors, including President Jonathan Goodluck.

Gowon said: “As we were with the aide of the President to pay our condolence, they were arranging a Navy Helicopter to take us to Yenagoa (with Yakowa). But, another Helicopter was arranged for me and five others. And that was it.

“So when I heard about this accident, it really pained me. And I want to say, well, you can never tell with some of these things. It was an accident. Don’t read any meaning to it. Don’t say that it is planned to get rid of some people or something like that.

“It was an accident, yes it was an accident. There was this young Pilot of the Helicopter, who came to me after another helicopter was found for us, and he said to me, ‘sir, but I was to take you to Yenagoa, as part of my duty today’. And I said to him, ‘don’t worry, there will be another time. I really hope I will have the pleasure of flying with you again.

“These were nice innocent people. Something, probably mechanical, went wrong to have caused the accident. So it was not a plan to get rid of the Governor for whatever reason people want to guess.

“When, last Sunday, I saw the Governor (Ramalan Yero), who was newly sworn, I said , ‘I hope you will continue with the good work that your late governor was doing. It was the two of you that were doing the work. You were working to bring peace to Kaduna State. I hope you will do something about this madness alluded to Boko Haram, which, unfortunately is being alluded to Muslims

“If Boko Haram are Muslims, then they are not the Muslims that I have worked with over the years. So don’t just blame Muslims for the violence, but that particular group that none of us understands.”

How I missed the flight —Maku

In his own narration of how he narrowly missed getting on the helicopter that crashed, Minister of Information, Mr Labaran Maku during a special Federal Executive Council meeting in honour of those who died during the crash, said:

“When we arrived, the late Governor of Kaduna State, Mr. Patrick Yakowa and Gen. Andrew Azazi were already seated. The two of them were full of life, we greeted, we embraced and later we went for the funeral. unknown to us, it was to be the last moment we would have with these two distinguished sons of Nigeria.

“Council members would recall that General Azazi served in this chambers with us when he was National Security Adviser. He also rose in the distinguished career of this nation to the rank of a full Four Star General. He gallantly served as the Chief of Army Staff and Chief of Defence Staff, then he was invited by Mr. President to help this nation overcome one of the most serious security challenges since the end of the civil war in 1970.

“He served his nation with distinction, he served to the best of his ability, he was able to manage the situation he found himself in until the time came for him to have relief and be replaced by another Nigerian to continue with the efforts by Mr. President to give this nation peace.

“Governor Patrick Yakowa served and had a distinguished career in the Civil Service and rose to the position of Permanent Secretary in the Civil Service of the Federation.

“All the time he was Deputy Governor in Kaduna State, he showed courage, humility, patience and was a man of peace and even as Governor, he was such a good man.

“When we met in Bayelsa, it was a twist of fate that we did not board the same day because on that day, the Special Adviser to the Vice President, Sani Umar and myself and Timi Alaibe, we were supposed to travel together with the two of them back to Port Harcourt. Somehow just before we could take off from the funeral arena, Sani backed out and decided to travel alone, I stood up and was going with them but by some involuntary action, I returned to my seat, I said I would wait for a moment, that was simply the twist of fate that kept us alive. We must give glory to God. I tell his story because nobody goes before his time, we must give God the glory for what has happened. Their destiny was that day and that is what God has done.

“We commit the souls of the gentlemen who died in the ill-fated crash to Almighty God and he will grant the country mercy,” he said.

Meanwhile, parents of Lieutenant Adeyemi Sowole, the co-pilot of the ill-fated Navy helicopter that crashed last Saturday in Bayelsa State killing former Kaduna State Governor, Mr Patrick Yakowa and former National Security Adviser, General Andrew Azazi and three others lamented, yesterday, that five days after the incident that killed their son, they were yet to be officially informed of their son’s death.

Both the father and mother of the late co-pilot, who spoke at their Iyana-Ipaja home as sympathizers, majority of whom were relatives and family friends thronged their residence to console them, described their son’s death as one of the unfortunate things that has happened to them in their life time. It was obvious they were yet to come to terms with the reality of their son’s demise.

Sitting on a sofa and nodding at the words of consolation from sympathizers, the bereaved mother, Mrs Olufunke Sowole, said her last conversation with the late Adeyemi was a promise from him that he would be back soon.

Speaking in Yoruba dialect, she said: “ That conversation was on Friday evening. He called me by 5pm from Warri and told me they would be back to Lagos on Saturday evening. But rather, it was news of his death I heard.

“My son used to go for at least 15 trips every three weeks. And when he arrived at his destination, he would always call to inform me. I insisted he called me so that my mind would be at rest. As usual, he called to inform me that they were conveying some dignitaries and said they had conveyed them for about 15 times so far.

“We have gone through so many things to ensure our children were well to do. But I can not start relating that now. The late Femi also suffered to get to where he was. He started by attending the National Defence Academy (NDA) for five years and when he passed out, he was posted to a ship in Lagos.

“He later attended an Aviation school where he studied his kitty as a pilot for four years. Since he started flying, he had never been involved in an accident and I have never ceased to pray for him and his siblings.

He only arrived from Italy last year where he had gone for a course. And when he returned, he got married. He loved his job so much that whenever he came back from any trip, he would share his experience with us. I was so fond of him”, she stated.

At this juncture, she kept quiet, shook her head and tried not to betray her emotion. As expected, sympathizers consoled her again.

She continued: “He also used to pilot a ship from the Apapa jetty to the high seas. He did that for about three years”.

Again, she kept quiet . And the expression from her face changed from that of sorrow to anger. She continued in a mixture of anger and sorrowful tone. “But you can imagine how bad is it when his name was not even mentioned when he died. They only mentioned the name of two prominent persons and left out his and the senior pilot’s. Is that fair?

At this juncture, her husband, Prince Solomon Sowole, who seemed more composed took over. “We are yet to be officially informed about our son’s death. And this was someone that was sent on an official assignment. We only got to hear about his demise from the media.

We are being treated as if our son was a nobody, or as if he fell from heaven. No! He didn’t fall from heaven. He had parents who should be treated the way they ought to. Today(yesterday) makes it the fifth day the incident happened and not even the the Navy he worked for, has deemed it right to come to inform us. Aye mi…o”, he exclaimed in Yoruba.

“We have culture in this part of the world which must be respected. I am a Yoruba man, who believes things should be done the right way. Let them come and tell me that my son is dead first, that is what we want. Then, we will know what next to do”, he said.

The family’s claim is not true —CDS

The Chief of Defence Staff (CDS), Admiral Ola Sa’ad Ibrahim, yesterday in Lagos, however described as untrue claims by family of Lt Adeyemi Sowole, that their son was not accorded same treatment as other dignities in the plane.

Rather, the CDS said the Military, particularly the Defense Headquarters had given necessary support to the family.

This is just as there were indications that foreign hands could be invited to unravel the mystery surrounding the crashed helicopter.

Ibrahim, countered the claim while speaking with journalists, during a condolence visit at the Ikoyi abode of former National Security Adviser, late General Andrew Azazi, in the company of other Service Chiefs comprising the Chief of Army Staff, Lieutenant General Azubuike Ihejirika; the Chief of Naval Staff, Vice Admiral Dele Ezeoba; the Chief of Air Staff, Air Vice Marshal Alex Benden and the Inspector General of Police, Mr Mohammed Abubakar.

According to him, “ the Naval headquarters has responded to that. They have placed adverts and we have given them what ever support that is needed. We have been in touch with the family of the co-pilot. The Defense headquarters in particular is posting adverts here and there. And we have done whatever we feel we owe them. We are already pained as it is”, he stated
Describing the late Azazi as a brilliant man who would be missed by all, the CDS said: “ All of us have special relationship with him and we will miss him a lot. That is the least I can say.

He was a highly professional man who represented us in very many areas so admirably. Even when he was the NSA, he did the job in a way as if it was an extension of the same institution we all shared. To that extent, it was so simple and a large dose of his personality and good nature helped him deliver in so many grounds.We will miss his counseling and ready smile no matter the situation.

“ He presided over the national security of this country when we were most challenged. We can not but acknowledge the role he played while that lasted. And I am quite sure he was a very fulfilled man to the extent possible “.

Asked how far investigation into the cause of the crash had gone, the CDS assured that that those nominated to carry out the investigation were competent hands.

“We have every reason to believe that we have all the expertise to look into the bone and marrow of the issue and advise the nation about the correct position of things.”
