Lionel Messi has won the 2012 FIFA Ballon d'Or ahead of Real Madrid star Cristiano Ronaldo and Barcelona team-mate Andres Iniesta.The Argentine attacker becomes the first player in history to win the Ballon d'Or four times in succession. He previously shared the record of three consecutive victories with Michel Platini, while Dutch duo Johan Cruyff and Marco van Basten also won the prize three times.

Messi was unable to help Barcelona to the La Liga title in 2011-12 as Real Madrid emerged victorious, while they were eliminated in the semi-finals of the Champions League, yet Messi's brilliance was enough to help him to individual glory.

The recognition comes after a year in which the 25-year-old broke numerous records, including the most goals scored in a calendar year.

Messi netted an astonishing 91 strikes over the course of 2012 to crush Gerd Muller's previous record of 85 goals in a year, scoring 79 for Barcelona and 12 more for Argentina.

One of the highlights for the prolific attacker was his display in the 7-1 Champions League thrashing of Bayer Leverkusen as he found the net five times. Additionally, Messi scored four in the Primera Division wins over Valencia and Espanyol.

Cristiano Ronaldo missed out in the voting after steering Real Madrid to the La Liga title with a string of fine performances, and impressing at Euro 2012 as he guided Portugal to the semi-finals of the competition.

Iniesta had to settle for a podium spot after winning the Copa del Rey with Barcelona, and successfully defending the European title with Spain.

Meanwhile, Abby Wambach won the FIFA Women's World Player of the Year for 2012.

The 32-year old was voted the winner of the award by both the captains and the coaches of the 209 FIFA Members, as well as selected members of the media.

The striker beat Brazil's Marta into second place despite the Tyreso player leading her club to a league title, while American counterpart Alex Morgan finished third.

Eagles’ Faro camp full: 31 Eagles fight for shirts

The last set of players arrived the Faro, Portugal camp of the national team early Sunday and some of them still find time to train with the rest of the squad same day as the bell tolls for the naming of the list of 23 players that will make the Afcon 2013 championship. The last two players to arrive camp were Villareal of Spain hitman, Ikechukwu Uche and Israeli based goalie, Austin Ejide.

By lunch time Sunday, 31 players including injured Rizespur of Turkey striker, Uche Kalu were in camp battling for shirts, as Head Coach, Big Boss Stephen Keshi took time off to drill the players on fitness and game reaction for over an hour under the early morning chilly condition of Faro.

At the end of the exercise it was obvious that all the players are primed for action in Afcon, as all turned out as early as 7:00am Portuguese time which was 8:00am Nigerian time. Keshi again took time off to drum it into the ears of the players that they should not pressurise themselves but must be aware that Nigerians are very expectant of a super outing at Afcon 2013.

Team Skipper, Joseph Tambarin Yobo, declared that he was in camp with his mates to make sure that the glory days of Nigerian football are returned with a major trophy. “We are here, ready to don the colours of our nation and we will not relent until we reach our goal. Luckily, we have a coaching crew that understand us well and I’m sure the players are ready to deliver”, Yobo was quoted as saying by Super Eagles media officer, Ben Alaiya.

Recall Osaze now, Owolabi tells Keshi

Felix Owolabi, a member of Nigeria’s 1980 Nations Cup winning team, has called on Super Eagles coach, Stephen Keshi, to recall striker Osaze Odewingie into his squad for South Africa 2013.

The ex-Green Eagles left winger told the News Agency of Nigeria in Ibadan that it was not too late for the Super Eagles coach to recall the West Brom goal poacher if Nigeria must make a mark at the event.

“Much as the issue of players selection is the exclusive right of the coach, I think Keshi should bend backwards to include Osaze in his team for the Nations Cup in South Africa,

“At the same time, it would be counter productive to keep a quality, experienced and seasoned player who could make a turn around when the chips are down,” he said.

The former Shooting Stars left winger, who urged Keshi to give every player equal opportunity, called on the coach to play a fatherly role by reconciling with Odemwingie before it was too late to do so.

“I am not saying that with Osaze, Eagles will win the cup, neither am I saying without him Nigeria will win, but the two of them should dialogue in the interest of the nation,” Owolabi said.

Owolabi lashed out at Odemwingie for overheating the controversy on the pages of the newspapers while also asking Keshi to develop a relationship with the player who could be important to his match plan.

Housemaid invites boyfriend to rob boss, feigns kidnap

The police in Lagos State have arrested a 27-year-old housemaid, Mariam Acheme, and four others for allegedly robbing the housemaid’s boss.

According to police authorities, the housemaid, invited her boyfriend, Dansu Akokran, and another person at large to rob her boss and also stage her own kidnap.

The Police Public Relations Officer of the state command, Ngozi Braide, said, “On November 26, 2012, the housemaid invited her boyfriend to her boss’ house when the madam had gone out. On getting to the house, the boyfriend and another person ransacked the entire house.

“They vandalised the doors and also stole all the valuables. The housemaid then padlocked the gate from outside and fled with them.”

PUNCH Metro learnt that when the owner of the house arrived, she discovered that all her valuables were gone and Acheme was nowhere to be found.

The victim was said to have immediately reported the matter to the Bode Thomas Police Division.

Braide said a few days later, someone contacted the housemaid’s boss and informed her that Acheme had been kidnapped. She said the woman returned to the police and informed them of the development.

Braide said, “The madam told the police that some men called and said they had kidnapped the housemaid. The men asked for N5m and said if the money was not paid, they would not release her. The housemaid spoke to her ‘madam’ on the phone, crying and telling her that she was being tortured by the kidnappers and urged her boss to pay the ransom immediately.

“The Divisional Police Officer, Bode Ojajuni, immediately swung into action. Detectives at the station were able to establish contact with the kidnappers and urged them to collect N1m. The kidnappers then sent a bank account number which the money should be paid into.”

It was learnt that the account number belonged to one Prosper Tatou, a bricklayer.

Through the bank account number, policemen traced the owner to Agbara area of Ogun State and accosted him.

A close police source, who craved anonymity, said Tatou led the police to the hideout of the other suspects.

He said, “Tatou said he knew nothing about any kidnap but told us that a few days earlier, his brother, Jean Mari, had asked him to send his bank account number because he needed to receive some money from someone.

“Tatou then led us to a deserted building where his brother lives. At the house, we were able to arrest those who masterminded the purported kidnap.”

Detectives were however shocked when they saw the housemaid in the compound.

“That was when we discovered that she connived with her boyfriend to commit the crime,” the police source said.

Acheme however denied conniving with the kidnappers.

She said although she had invited her boyfriend to come and visit her when the incident occurred, she had no clue of his intentions.

“I invited my boyfriend (Dansu) to come and visit me at the house when my madam had gone out. When he arrived, he came with another guy and both of them pushed me into the toilet and locked me there. They stole all my madam’s things and then kidnapped me,” she said.

When asked why she did not escape from the purported kidnappers’ den when she had the chance, she said, “I could not escape because I did not know the terrain.”

She added, “My boss was very nice to me. She paid me N12, 000 a month and I had worked with her for seven months and she never maltreated me.

“She has two grown-up children and they even give me tip when I do their laundry. I could not have repaid their kindness with wickedness.”

Dansu also claimed to be innocent, saying it was his friend, Femi, who is now at large, that planned the whole thing.

The PPRO seized the opportunity to warn employers of domestic servants to be wary of the people they hire, noting that cases of crimes being committed by domestic servants seem to be on the rise.

The PPRO noted that the suspects were all nationals of Benin Republic and said it was necessary for employers to register their domestic servants at the nearest police stations.

Kidnap saga: Omo-Irabor gets N3m bail

WARRI—A WARRI Magistrate Court in Delta State, weekend, granted a Warri-based lawyer, Mr. Casely Omo-Irabor, bail in the sum of N3 million, following his arraignment for alleged involvement in attempting to bribe police authorities to secure the release of an alleged kidnap kingpin in the state, Mr. Vincent Akpokona.

Also granted bail on same condition is the wife of Vincent Akpokona, Mrs. Patience Akpokona, who is standing trial alongside Omo-Irabor for attempting to assist in the release of her husband.

The two accused persons were docked on a three-count charge of conspiracy to pervert the cause of justice; induced the police to release the kidnap suspect by corruptly giving the sum of N700,000 to one Inspector Samuel and attempting to assist “one Vincent Akpokona, a kidnap suspect, who is to your knowledge guilty of the offence, to escape punishment.”

Before the commencement of proceedings, Magistrate Odjugho told the court that the case had assumed a larger than life dimension because of the threats to his life, adding that at the last sitting, he was accosted by four men at the court premises close to “A” Division Police Station to name his price and hands off the case.

He said he had to shout aloud to attract the attention of the policemen, who came to his rescue and succeeded in arresting two of the men while two escaped.

After the charges were read to the accused persons and plea taken, the court ordered that the accused persons be granted bail on N1 million each with two sureties in like sum, after their counsel argued their bail applications.

DPR indifferent as filling stations continue cheating customers

Consumers are at the receiving end of sharp practices by filling station operators and attendants, while the Department of Petroleum Resources appears indifferent to their plight, STANLEY OPARA writes

Despite repeated threats of punishment by the regulatory agency, petroleum product marketers and depots in the country have continued to cheat consumers by selling above regulated prices and under-dispensing products.

In what many market watchers see as indifference on the part of the Department of Petroleum Resources, the filling stations seem to have perfected the art of short- changing customers by capitalising on the inadequate supply of products, especially petrol, which became apparent in the last quarter of 2012.

Filling stations in most states of the federation are currently selling petrol above the N97 per litre that the Federal Government pegged the price after last January’s protest against the removal of subsidy on the product.

Before now, Lagos and Ogun states appeared to be insulated against the sale of petrol above the official price, but findings by our correspondent on Saturday and Sunday showed that most filling stations in both states were now openly selling above N97 per litre.

In both states, as indeed other parts of the country, the product is now being sold at prics ranging from N105 to N120 per litre.

Our correspondent, who drove into a filling station along Ikotun road, Lagos on Sunday afternoon, was informed before buying the product that the price was N105 per litre, though the dispensing machine still displayed the regulated price of N97.

A consumer in Oke-Afa, Isolo, Lagos, narrated his experience to our correspondent on Saturday, “I drove into the filling station opposite my estate to buy petrol for my generator. When I told the attendant that I wanted to buy N1,500 worth in a 25-litre keg, she told me I would pay N100 extra and I consented, but what she sold barely passed the quarter of the keg.

“Ordinarily, the content of the keg should be above half even if as they usually claim, the keg can hold five litres extra because of expansion. I complained to the station manager and he was just giving excuses about attendants not being honest.”

Some oil marketers, who spoke to our correspondent on Sunday, however, blamed the malpractices on poor enforcement of directives on the side of the DPR.

They said most of the filling stations that indulge in the act of selling above the official price and under dispensing to customers had been doing so for a long time, while the regulator was turning a blind eye and pretending not to notice.

Our correspondent also gathered that the average ex-depot price of petrol per litre at Apapa, Lagos, as of Friday, was N96, a trend that had continued for months.

A marketer, who spoke to our correspondent on condition of anonymity, said DPR officials should ordinarily visit the depots and enquire why the ex-depot price had continued to soar for months above the recommended N87.90 per litre.

“There is the need for us to know why the DPR cannot make depot owners to sell petrol for N87.90 considering the over 30-day product sufficiency the Nigerian National Petroleum Corporation claims to have. This is a serious problem because some people are busy making good money at the expense of Nigerians as this anomaly continues,” he said.

However, efforts made on Sunday to get DPR officials to speak on the allegation proved abortive. An email and several text messages sent to the spokesman, Mr. Belema Osibodu, were not replied, while his telephone line was switched off.

Last month, DPR had threatened to shut filling stations found to be under-dispensing petrol to consumers, but had yet to make good its threat even in the face of glaring evidences that the station owners and attendants were milking the buyers dry.

Osibodu had said in a statement issued in response to our correspondent’s enquiry then that errant petrol stations risked being shut for 60 days.

He had said, “As a further punishment, the stations will be stopped from further lifting and sale of all petroleum products for the period that they are under seal.

“The issue of stations with adjusted pumps,, which deliver less than a litre of fuel for the price of quantity invariably leads to overpricing when the actual litre is dispensed. The consumer is, indeed, being cheated.”

According to the regulator, this is a malpractice which its officials look out for, while on routine monitoring of petrol stations across the country.

Osibodu said, “It is also one of the reasons why the public has been availed of some DPR telephone lines to enable them make reports when such cases occur, which may not be known to us.

“DPR officials go to the stations with our own meters, which are used to monitor the stations’ dispensing pumps at regular intervals in addition to checking the pumps whenever on surveillance exercises. We also do this when cases of under-dispensing are discovered or complaints are lodged with us.”

The department had in October and November 2012 sealed 96 filling stations across the country for various sharp practices, including under-delivery of products, operating without valid licences or with expired licences, compromising safety, overpricing and diversion of products.

Selling petrol above the official price of N97 per litre or adjusting dispensing pumps to sell less than a litre for the price of a litre are some of the anomalies in a market that is undersupplied with products.

This trend is also prevalent when oil marketers decide to hoard products, even when the market is adequately supplied.

The current supply problem started in August last year when the System 2B pipeline was vandalised at Arepo along the Lagos-Ibadan Expressway in Ogun State. The pipeline was shut after it caught fire as a result of activities of vandals.

The shutdown resulted in petrol distribution hitches, with states like Lagos, Ogun, Oyo, Ondo, Edo and Kwara severely affected.

With the closure, trucks that were hitherto loading at Shagamu, Ogun State had to come to depots in Apapa, Lagos to load.

Normally, NNPC pumps 11 million litres of petrol per day through the System 2B pipeline. But as a result of the shutdown, the corporation was struggling to supply about six million litres of petrol per day through private depots in Apapa.

N196.5bn generated from retail operations in 2012 – NNPC

The Nigerian National Petroleum Corporation has said it generated a sum of N196.5bn from its retail outlets in 2012.

However, the impressive revenue profile was dwarfed by the enormous value of investments made in the establishment of the outlets.

According to the corporation, a total of N192.55bn was spent on the operation of the retail outlets across the country during the year.

The details were contained in the ‘NNPC 2012-2015 strategic plan and 2013 budget,’ presented to the National Assembly recently and awaiting consideration.

Although the corporation had projected a total revenue profile of N188.32bn, it actually realised N196.45bn during the year under review.

In the same vein, while it projected total operational expenses of N168.6bn and a capital expenditure of N6.92bn, it ended up with a total of N187.5bn and N5.05bn, respectively.

The calculations showed that in weighing the revenue realised from retail outlets against the expenditure, the corporation only boasted a balance of N3.88bn, as shown by its financial performance for the year.

For 2013, the corporation has, however, projected total revenue of N290.81bn, with a corresponding gross expenditure of N278.96bn.

According to NNPC, the increases in the revenue and operational expenses, compared with the earlier projections, are “as a result of the upward review of Premium Motor Spirit pump price.”

It noted that only N5bn performance was achieved in its capital expenditure, which was projected at N6.92bn, due to the fact it did not spend the first quarter allocation because of late passage of the budget.

The corporation also gave details of its sales volume from the retail outlets, noting that a total of 1.97billion litres were sold during the period under review, against the 2.5 billion projected at the beginning of the year.

Giving reasons for the shortfall in retail sales volume, the corporation reported, “Sales volume planned was based on three additional mega stations and five standard stations, which are yet to be completed. Only six out of the 12 floating stations are operational. Reduced sales volume in 2012 was as a result of rationalisation of affiliate stations.”

Trouble in PDP as govs tackle Tukur

LAGOS—Trouble is looming in the Peoples Democratic Party, PDP, as governors on the party’s ticket are rallying for a showdown with the National Chairman of the party, Alhaji Bamanga Tukur over his alleged unsavoury attitude towards them.

The hard stance of the governors, it was learnt, had last night sent some members of the National Working Committee, NWC, of the party into a panic mode, following agitation by the governors for the dissolution of the body.

“There is trouble,” one senior party official said yesterday evening in between trouble-shooting meetings, one of several held in the federal capital yesterday.

The governors, Vanguard learnt, yesterday were mobilizing to convene a meeting of the National Executive Committee, NEC of the party which is expected to reverse some of the actions of the NWC, particularly as it affects Adamawa State.

Yesterday, Governor Sule Lamido who heads the committee instituted by President Goodluck Jonathan to resolve the Adamawa crisis, met with some members of the committee including Governor Theodore Orji during where issues affecting Adamawa were reviewed.

Govs to use NEC against NWC

The governors who nominated most of the members of the NEC are now poised to use the body to reverse the actions of the NWC concerning Adamawa. Besides, the governors are also threatening to mobilize the NEC to convene a special convention of the party for the singular purpose of dissolving the NWC.

It was as such not surprising that the hitherto unanimous support Tukur was getting from NWC in his battle with Governor Murtala Nyako has dwindled as the NWC members moved to save their necks. A number of the NWC members, yesterday, had sent emissaries to the seething governors on their readiness to soft pedal.

The grouse of the governors flowed from the dissolution of the Adamawa State executive of the party on the instruction of the NWC led by the national chairman, Tukur. Tukur is from Adamawa State and until his election, he did not have much say in the affairs of the party in his state as the whole party structure was controlled by Governor Nyako.

However, following his election last March, Tukur moved to strengthen his hands in the state with the dissolution of the state executive of the party. The NWC said the reason for the move was that the state chairman, Alhaji Umaru Mijinyawa Kugama had overstayed his tenure and was from the same senatorial district as Governor Nyako.

The dissolution of the state executive was, however, opposed by the governors who alleged, among others, that it would inspire anarchy and lead to a situation where NWC members at the least provocation would dissolve state executives of the party. The state executives of the party are in almost all cases loyal to the governors and the decision against the Adamawa State chapter was seen as something that, if not checked, could in future affect all of them.

Yesterday, the same fear was expressed at the meeting of the governors in Abuja.

The governors at the instance of President Goodluck Jonathan, had agreed to the establishment of the Lamido committee as a soft landing for Tukur. The expectation, it was learnt, was that Tukur would use the report of the Lamido committee as the basis for reversing the dissolution of the Adamawa executive. However, to the chagrin of the governors, Tukur using the NWC forged ahead with the fresh congresses in Adamawa State last month with the aim of putting the state executive out of the control of Governor Murtala Nyako.

Besides sacking the Adamawa executive, Tukur is being accused of dictatorship following the suspension from office of the National Vice-Chairman, North-East, Alhaji Girigiri Lawal by the NWC on the allegation of not collaborating with the National Chairman’s agenda to weaken Nyako in Adamawa.

Tukur is also being accused of hobnobbing with the party’s local enemies in Adamawa State for the purpose of humbling Governor Nyako. It is claimed that supporters of the Congress for Progressive Change, CPC candidate in the last Adamawa State gubernatorial election, Gen. Buba Marwa (rtd.) had been integrated into the structure of the PDP faction sympathetic to Tukur in Adamawa State drawing concerns from Nyako’s loyalists.

Wenger questions penalty call after FA Cup draw

SWANSEA, United Kingdom (AFP) – Arsene Wenger claimed Arsenal should have had a penalty before the frantic finale that saw his side held to a 2-2 draw at Swansea City in the FA Cup third round.

With the game goalless, after 51 minutes, Wales midfielder Aaron Ramsey appeared to be caught by Dwight Tiendalli as he broke into the Swansea penalty area.

Referee Howard Webb turned down the appeals, with television replays suggesting Ramsey had caught his own trailing leg as he chased the ball.

At the outset, even Swansea manager Michael Laudrup feared that Webb might have got it wrong.

“On the bench my initial reaction was that it was a penalty, but I have not seen it again after the game,” said the Dane.

Arsenal manager Wenger told reporters: “It was a penalty and the referee saw it. You know why he did not give it?

“Because he thought the guy (Tiendalli) had not done it on purpose, and I think as well it was accidental, but he did not trip himself — he was caught clearly by the leg of the Swansea player.

“The referee hesitated and he did not give it.”

Wenger felt his side had done enough to win Sunday’s game, which saw Danny Graham net an 87th-minute equaliser for the hosts after Michu’s opener had been cancelled out by Lukas Podolski and Kieran Gibbs had put Arsenal ahead.

He added: “We should have won the game. The first half was a bit locked and one-paced, but the second was much more open.

“Unfortunately I felt on the corner just before their (second) goal, we lacked some calmness and focus.

“I am frustrated as I did not want a replay, but if it’s the choice between staying in or going out, then I would rather take the replay at the Emirates.”

Laudrup agreed with that assessment, saying: “A replay is not exactly what I’m looking forward to, with the two Chelsea (League Cup semi-final) games in mind and league games.

“It is very tight, but when you have been in this profession at the highest level, you always want to play and win.”

Laudrup will spend Monday speaking to those players who have been linked with possible moves away from the Liberty Stadium, including Graham.

“I am going to speak to all players who are not playing regularly,” said the manager.

“Danny is playing well and is important for us because he is scoring goals, but let’s see what he says.

“If I am talking to the players, it does not mean I am telling them they can leave.”

As far as the game was concerned, Laudrup said: “I think the overall feeling is that it was a fair result. In the first half, Arsenal had only one or two shots at goal and we went closest with a shot from Danny Graham.

“In the second half we made a couple of changes that paid off, with Michu’s goal, but to be fair to Arsenal, they put us under pressure, they kept the ball, took over possession and in those 15 minutes, we lost the ball too much.

“They did not score in that spell and I thought we would win 1-0, then they scored two very late goals. But again we came back and we showed the character of our team to come back and score the equaliser.”

The winners of the replay will face a trip to second-tier Brighton and Hove Albion, who bundled Newcastle United out of the cup for the second season in succession on Saturday.

How does your hair look like and who did you take after?

My hair is brownish and curly. My mother is an half cast so I got my hair from her.

What hairstyle are you used to?

I like all back flowing hair because I think it brings out my face. I really don’t like hair dropping on my face- such hairstyles stress me so much because I’ll be trying to push it back all the time. My natural hair also soothe me well, so I like wearing it too. Besides, my natural hair is long. So what I do to it add some extension to it so it looks fuller.

Have you cut your hair before ,why and for how long?

Of course I’ve cut my hair before. I cut my hair because I got tired of wearing a long hair and I just wanted to look different and it worked. I wore the low cut hairdo for over a year before I started re-growing it.

How do you describe people that wear dreadlocks?

I think its cool. For those I’ve met, I think it looks good on them and it makes them stand out.

Can you be caught wearing it?

I’m not really a fan of dreadlocks, so I don’t think so (laughs)

How often do you retouch your hair?

I really don’t have a specific time I retouch my hair. My hair is really soft and doesn’t really need to be retouched. But sometimes, I do it for the fun of it because other people are doing it

Are you hairy?

No, I’m not hairy.

Do you wear local hairstyles on a normal day?

Yes I do wear local hairstyles. There are times I feel I’ve stressed my hair so I just weave it and don’t add any extension. Weaving it allows me to be free and I don’t have to comb it- I just allow it to rest during that time.

I like my hair a lot and it makes me feel pretty

Oshodi-Apapa Expressway: Fashola writes FG on worsening condition of the road

LAGOS State Governor, Mr.Babatunde Raji Fashola, has complained to the Federal Government about the worsening condition of the Oshodi-Apapa Expressway, a major highway that links the nation’s busiest sea ports to other parts of the country. In separate letters to President Goodluck Jonathan and Vice President Nemadi Sambo, the Governor also drew attention to the horrific traffic congestion on the expressway and the need to take urgent steps to fix the ever-busy road.

But the pleas seem to have fallen on deaf ears and the result is that once again, the ever-busy expressway has been plunged into an eyesore and a commuter’s nightmare. Specifically, Governor Fashola had on September, 17, 2012 forwarded a detailed presentation of what should be done to fix the road and ease the traffic congestion to Vice President Namadi Sambo. In the letter entitled “Re: Report of the Deterioration and Regeneration of Apapa, Lagos,” Fashola sought to make a presentation on the state of the road and what the restoration would take, to the National Economic Council.

Proposed presentation to NEC

The letter read in parts: “Further to your Excellency’s indication of no objection to our request to make presentation to the National Economic Council, NEC, on the above subject matter, please find attached for your information, a copy of our proposed presentation to NEC. All necessary copies of the presentation have been forwarded to the NEC Secretariat for listing and further action as may be necessary. We are hopeful that the matter can be listed for the next meeting of NEC and will follow up with the Secretariat in this regard”.

Apparently overwhelmed by the contents of the presentation, the Vice President wrote back to the Governor, suggesting that the matter should be brought to the attention of President Jonathan. In the reply dated October 3, 2013, the Vice President through his Deputy Chief of Staff, Engr. M.A.K Abubakar, stated that in appreciation of the detailed nature of the presentation, which is reckoned to be beyond the consideration of the National Economic Council, NEC, the matter should be brought to the attention of the President for his consideration.

Heeding the counsel, Fashola on November 1, 2013, wrote to President Jonathan stressing the need to follow up on the initial successes that were achieved in bringing sanity on the ever-busy road. The letter read in parts: “Your Excellency will recall the deterioration and congestion of vehicular traffic that characterised the Apapa area and Tin-Can Island which host the two largest sea-ports in Nigeria.

“Apart from the congestion and deterioration, the social and economic impacts of closure of businesses and devaluation of real estate values prompted me to direct the commencement of a clean-up and a clear out with a view to commencing a restoration. Because the congestion and deterioration were connected to the operations of the ports and activities of persons dealing with the operations and some Federal Government agencies, we were delighted to get the cooperation of the Federal Government through a delegation led by the Honourable Minister of Finance, who visited us on your directive.

Initial successes

“In a bid to follow up the initial successes that were achieved by the clear-out, our Government developed a restoration plan and a budget. I had written to His Excellency, the Vice President to seek permission to present the plan and the budget at the National Economic Council because of my view of national importance and implication of the consequences if we failed to take further action”.

Vanguard investigations show that deep craters and gully-like potholes have resurfaced at several sections along the expressway, causing unprecedented traffic gridlock. The palliative repairs by the Federal Ministry of Works and its agency, the Federal Roads Maintenance Agency, FERMA, which involved pouring laterite and granite on the bad spots, lasted only a few weeks before they were washed away by floods.

Commuters who plied the road a few days to the Christmas, literally went through hell as a result of the traffic snarl which was aggravated by the worsening state of the road and the rush by importers to clear their goods from the ports before the public holidays declared by the Federal Government to mark the festival.

Vanguard gathered that the road would not have gone into its present state of disrepair if the Federal Government which rakes in over a trillion Naira as revenue from the ports, had reacted promptly to various pleas by the Lagos State Government.

The situation, it was learnt, was exacerbated by an apparent disagreement between the Federal Ministry of Transport and the Federal Ministry of Works. The Transport Ministry which rakes about N1.3 trillion from the Apapa and Tin-can ports yearly, allegedly wants to carry out major rehabilitation works on the road but this was rejected by the Works Ministry which wants to be given the funds to do the repairs since it is statutorily empowered to do so.

Restoration plans by Lagos

The restoration plan which Fashola wrote about in the letters were fashioned out by a Lagos State Executive Council committee headed by the Commissioner for Environment, Mr. Tunji Bello. The committee was mandated to work on problems such as the traffic gridlock, business paralysis and environmental degradation currently plaguing the Oshodi-Apapa axis.

The nine-man committee which was set up after the State’s executive council visited the area on April 29, 2012, said it has reduced the traffic gridlock by 70 percent although there are still occasional bottlenecks particularly in the evenings. This gridlock is caused by tankers/trailers as a result of the delay at the entrance to the ports. The Committee said it has also succeeded in dislodging miscreants from under bridges even as all illegal structures have been pulled down.

Vanguard recalls that on May 7, 2012, the Presidential Task Force on Ports Reforms collaborated with the Lagos State Government to dislodge tankers and trailers parked indiscriminately along the ever-busy expressway.

Officials of the Lagos State Traffic Management Authority, LASTMA and the Kick Against Indiscipline KAI also participated in the enforcement. The operation which was carried out in the night, saw to the seizure of over 80 illegally parked trucks from the road, paving way for the free flow of traffic thereafter.

Impressed with the return of orderliness along the road, the Federal Government sent a delegation led by the Finance Minister to Lagos. Receiving the Federal Government delegation, Governor Fashola vowed that the state government would stay on the road for as long as it would take to prevent the dislodged trailers and tankers from returning.

Dr Okonjo-Iweala, together with the Minister of Transport, Idris Umar, and Minister of Works, Mike Onolememen, at a meeting with Fashola, had praised the joint efforts of the Federal and Lagos State governments in restoring sanity to the road. She said the clearing of the road would reduce travel time and cost of doing business at the ports, as goods emanating from the ports would get to their destinations faster and safer.

Ekweremadu advocates SMS, online poll for constitution review

Deputy Senate President Ike Ekweremadu has urged Nigerians to utilise the Short Message Service to express their views on critical matters in the ongoing constitution review, the News Agency of Nigeria reports.

Ekweremadu, who is the Chairman, Senate Committee on Constitution Review, made the call when he briefed the media and publicity team of the committee in Abuja on Sunday.

According to a statement by his Special Adviser on Media, Uche Anichukwu, Ekweremadu said the opinion poll had showed transparency in the constitution amendment process.

He also called for the use of the online opinion poll, noting that the process would enable more Nigerians to have an input in the review. He emphasised that the major aims of the poll were to “demystify constitution-making, get more Nigerians involved and correct the wrong perception of constitution-making as an elite’s affair”.

The lawmaker also said the committee was committed to discouraging a vocal and privileged few from lording it over others.

He said, “This opportunity goes beyond the public hearings we conducted at national, zonal and constituency levels.

“We want all Nigerians to make input into matters that concern both them and their posterity.”

He expressed his satisfaction with the “avalanche of responses from Nigerians” so far, adding that the SMS voting was free as the committee had already prepaid for every text to the short code.

Ekweremadu said, “The system is simple, all Nigerians need to do is to respond to the advertised questions by texting ‘Yes’ or ‘No’ to the short code-20052.

“Alternatively, they can visit the opinion poll corner on the committee’s website- www.constitutionreviewng.org, cast their vote and possibly leave a comment.”

He promised that the results would be analysed and presented to the public, noting that the members of the National Assembly would find such inputs helpful.

15 die in Oyo auto crash

IBADAN — SADNESS punctuated the joy associated with a new year as 15 persons died in a multiple auto crash on Ogbomoso-Oyo-Ibadan road yesterday.

The sad incident happened when an 18-seater passenger bus collided with a fuel tanker.

The bus was said to be coming from Ilorin and heading to Ogbomoso when it crashed at a sharp bend on Odo- Oba village about five kilometres to Ogbomoso.

According to an eye witness account, the collision resulted into explosion.

It was gathered that the commercial driver lost control of the bus and its passengers were flung out of the vehicle.

When the dust settled, only three persons reportedly survived out of the 18 passengers.

Men of the fire service, Nigeria Army and the National Emergency Management Authority {NEMA} were at the scene to help the victims.

The spokesman of NEMA in the South West, Alhaji Ibrahim Farinloye said they diverted on-coming vehicles to other alternative routes.

Victims of the accident were said to have been taken to Bowen University Teaching Hospital, Ogbomoso.

Confirming the accident, the Federal Road Safety Corps (FRSC) Ogbomosho Unit Commander, Adedipe George said that the auto crash happened some minutes before 9a.m. about 15 kilometres after Ogbomosho.

He clarified that three vehicles; two tankers marked XB 476 AKK, XS 732 AGL and a Toyota 18-seater bus were involved.

According to him, three victims were burnt beyond recognition.

He said 23 people were involved in the accident, 21 of them were male and two females.

“Three persons were killed instantly while nine others were injured,” he said.

According to him, two of the deceased were trapped inside one of the vehicles and burnt to ashes.

George said that the injured were taken to Ebun Oluwa Clinic, Sabo Ogbomoso, while the dead were taken to mortuary.

PIB: FG to set up asset mgt coy for NNPC

*As corporation introduces cost reduction measures


LAGOS — Rather than the outright privatisation of some units under the Nigerian National Petroleum Corporation, NNPC, the Federal Government has decided to set up an asset management company, as a holding company, for some of the corporation’s subsidiaries.

The holding company will include all the assets of the corporation, excluding the National Petroleum Investment Management Services, NAPIMS; and the Nigerian Gas Company, NGC, 30 per cent of which will be given up for private equity to investors.

NAPIMS and NGC will then become separate entities to make up the three National Oil Companies, NOCs, instead of one, as being proposed in the Petroleum Industry Bill, PIB, currently undergoing scrutiny at the National Assembly.

The development comes even as the Exploration and Production Directorate of the NNPC has put in place measures to address the high cost of operations in the nation’s petroleum industry, one of the bones of contention with the International oil companies, IOCs, in the fiscal regime proposed in the PIB.

Clarifying further on the development, Executive Director, E & P, NNPC, Mr. Abiye Membere, told journalists in Lagos, weekend, that the new PIB was not the monster bill, being described by the IOCs.

Rationale for decision

He explained that rather, the bill merely seeks to enhance the Federal Government’s take from petroleum resources in a very competitive and unambiguous manner, in line with global trends.

Other objectives of the PIB include: To enhance exploration and exploitation of petroleum resources; to significantly increase DomGas supplies especially for power and industry; create competitive business environment; to establish fiscal framework that is flexible, stable and competitively attractive; to create commercially viable national oil company’; to create efficient regulatory institutions; to engender transparency and accountability; to promote Nigerian content development; to promote and protect Health Safety and Environment.


He disclosed that the government had to toe this line after considering all the issues involved in the privatisation of the NNPC assets, particularly the refineries, which he said were being priced as peanuts because of their current states.

He noted that with the Joint Venture, JV, assets as well as those of the National Petroleum Development Company, NPDC, the value of the refineries would be shored up, once the 30 per cent equity is privatised.

He said the move was meant to “preserve the very profitable JV arrangement that contributes over 82 per cent of the total revenue from petroleum, ring fence so there is no divestment of the National Asset Company in addition to providing opportunities for IJV with the JV partners.

Contrary to criticisms, he argued that the fiscal policy framework was “derived from a strategic national interest and incentives for attracting sustainable investment in the region.”

Expatiating further, he said the holding company would require a seed loan for two years to prepare it for self funding, adding that this will also provide private participation as it is in similar other NOCs like Petrobras of Brazil, Petronas of Malaysia and a host of others; promote cultural change to a fully accountable and commercial company; and provide adequate funding for the NOC.

He said all these were part of the presentations made by the National Working and Group Executive Committees of PENGASSAN and NUPENG, with a view to understanding the draft PIB better.

Cost reduction measures

With regard to the cost reduction measures, membere said there was an industry wide standardisation of processes and evaluation mechanism for estimation of drilling and drilling services costs, using a common template across all the IOCs.

Part of the standardisation include personnel and common costs, while also benchmarking major projects costs in line with international best practices.

Furthermore, he said the NNPC also intended to rank projects and select proposals in accordance with well established project selection, particularly on life cycle costs, and unit technical cost.

Other cost reduction measures include develop synergy among operators by pooling common services and resources to avoid duplication of costs; address security challenges in alliance with security agencies, and reducing management costs induced by lengthy contracting cycles.

No premium no cover: Brokers to confront underwriters on rejected businesses

Following the commencement of the ‘no premium no cover’ directive from the 1st of January this year, insurance brokers said they are ready to challenge any underwriter that by-passes them to collect businesses originally rejected.

Accordingly, the brokers said they will speedily report such underwriter to the National Insurance Commission, NAICOM.

President, Nigerian Council of Registered Insurance Brokers, NCRIB, Mrs. Laide Osijo who disclosed this in Lagos, said that brokers have been enjoined to report underwriters who by-pass them to take a business they rejected, stressing that the operators have all agreed to abide by the policy, which would bring sanity to the industry.

She said that NAICOM will soon be meeting with representatives of underwriters and brokers to help resolve the growing mis-trust between underwriters and brokers on the implementation of the policy.

It was learnt that brokers are worried that underwriters may by-pass them to provide cover for businesses rejected due to non payment of premium.

As such, Osijo said the operators have agreed with NAICOM to call the stakeholders who are representatives of the brokers and underwriters to sit and chart the way forward for the implementation of the policy.

She noted that the operators have to agree on the modalities for the implementation of the policy, adding that during the meeting all challenges that may clog the policy will be ironed.

She said, “These issues are fundamental to the operations of brokers, for 80 per cent of insurance business in the country is done through brokers. If we follow the law and underwriters refuse to follow, the whole thing would be a mess. We would try to ensure we get the modalities as to how to go about the policy.”

She lauded the decision by NAICOM to bring sanity into the industry through the policy, adding that the idea of underwriters accusing brokers of non remittance of premium will now be a thing of the past with the introduction of the policy.

“According to the Commissioner for Insurance, Fola Daniel, when they were doing verification of accounts of brokers and underwriters, they observed that most of the outstanding premium that brokers were accused of was not actually true. Some of the underwriters raised their books to cover their expenses.”

“NAICOM observed the mis-representations and sanctioned the errant underwriters. Some brokers who erred by keeping premium beyond the stipulated date were also sanctioned. I am not saying that brokers are perfect, but most of the accusations by underwriters are not really true. NAICOM observed that most of the withheld premiums are receivables,” she said.

One year after fuel subsidy protests: Who is occupying Nigeria now?

It was a year ago that the cracks in the country were temporarily put aside in a united protest against the government. For once, Christians and Muslims across tribal lines stood as one against the administration’s 2012 New Year increase in the price of petrol.

Unarguably, one of its most infamous actions, the Goodluck Jonathan administration had on New Year day, 2012 announced the increase in petrol prices from N65 per litre to N141 per litre. The increase, the administration claimed, was in line with the deregulation policy that had for long been mouthed by several administrations since the Ibrahim Babangida regime in the 80′s.

It was an irony. Many iron fisted regimes before it, including the Sani Abacha junta, had shied away from implementing full deregulation of the petroleum downstream sector.

The Jonathan administration maybe out of sheer lack of political or management counsel, or maybe as an act of bravado, decided to tread where many angels had in the past dreaded.

The result was met with near universal disapproval.

It was especially painful for many Nigerians who had travelled prior to the Christmas holidays as they found themselves trapped where they travelled for holidays as a result of the more than 100percent increase in transport fares.

It was one notable action that many Nigerians saw as an act of bad faith from an administration that they had in the past supported.

Remarkably, one of the first groups to mobilise Nigerians against the increase was the Pastor Tunde Bakare, led Save Nigeria Group, SNG. Remarkably, the same group had just a year or so earlier championed the enthronement of Dr. Jonathan as Acting President in the face of the intrigues played by the Aso Rock cabal in the dying days of the Umaru Yar‘Adua administration.

A day after the increase, Nigerians inspired by the SNG started gathering at the Gani Fawehinmi Park at Ojota to denounce the increase. Their action was partly motivated by the gatherings in Tahir Square , Cairo , Egypt that led to the fall of the Hosni Mubarak regime.
Remarkably, the same protest was also at the same time replicated in some major towns across the country, notably in Kano, Abuja and Illorin.

In Lagos participants at the gatherings cut across social and economic classes who joined hands to denounce the increase.

Celebrities were not left out. Among those who thronged the Lagos gatherings were Banky W, Funmi Iyanda, Seun Kuti, Raskimono, 9ice Dede Mabiaku among several others.

Madam Ganiyatu Fawehinmi, widow of the late Fawehinmi carrying on with the social crusades of her late husband told the gathering at Ojota. The prices of everything will increase – transport, housing, school fees, food, etc. The common man will not be able to survive.
Leading Nigeria Labour Congress, NLC Vice-President, Comrade Issa Aremu in seeming echo of the frustration of many former supporters of the president said:

“Jonathan has shown that he cannot be trusted. He said he was engaging in dialogue and all of a sudden, he increased the price!”.

With civil society groups leading the charge, Nigerians anxiously waited for organised labour to take the lead and by January 5, the NLC and the Trade Union Congress, TUC gave a joint demand that the increase be reversed.

The nation was heading towards the precipice.

The two arms of the National Assembly were also in revolt. The House of Representatives in an unprecedented action sat on Sunday January 8 and passed a motion urging the executive to rescind the increase and at the same time urged Organised Labour to sheath its sword.

The presidency defied the House resolution and also the ultimatum from labour.

Given the political tide that swept away regimes in North Africa just before that time, it was not surprising that friends and foes of the administration in Nigeria took interest in the protest that came to be termed as Occupy Nigeria.

The centre of the protest in Lagos was the Gani Fawehinmi Park in the Ojota area of the metropolis.

In Kano protesters defied pleas by Governor Rabiu Kwankwanso not to join the protests as they converged on the Silver Square vowing not to leave the square until the increase was reversed.

The demonstrators also repeatedly denounced top government personalities with the president as the major hate figure and they repeatedly demanded his resignation.

As Muslims sat down to pray instead of going to the mosque, Christians formed a chain around them to protect them from the security forces in an action that put the protests beyond any religious colouration.

Following the intervention of anti-riot policemen who invaded the square to uproot them, the protesters in Kano relocated to Sabuwar Kofa where they continued the demonstrations against the fuel price hike.

Protests were, however, almost non existent in most of the South-South and South-East geopolitical zones. In the South-East the view of many opinion leaders was that petrol had for long been selling for the new price announced by government and so it was for them no big deal.
Two weeks after the protests and with the country on a meltdown, the presidency after marathon negotiations with organised labour, announced a concession that saw the price reduced to N97 per litre. Labour agreed to call off the strike alas to the disappointment of many Nigerians who indeed wanted the strike to continue. Many who did not see the justification for the increase at all wanted the price restored to the original price of N65 or less.

The arguments for increase were seriously punctured by revelations at that time of wastages, and the question about benchmarking local production with international production. Especially worrisome was the administration’s inability to answer the question as to the cost of production for petrol made in Nigeria .

Also riveting is the administration’s failure to answer the question on how the subsidy on imported fuel skyrocketed to trillions.
Though later day revelations have helped to reveal the fraud inherent in the subsidy regime, a definitive explanation has yet to be given.
So, a year after and after billions of naira of lost productivity and 16 lives lost through the Occupy Nigeria protests, the question as to the benefit remains unanswered.

An administration sympathiser, Mr. Joe Ambakaderimo national coordinator of the South-South Elements Progressive Union, SSEPU who has in the past been defensive of the Jonathan administration, however, faulted the government’s action, describing as regrettable that the subsidy fraudsters are yet to be put in jail.

Asked if the Occupy Nigeria protests were successful, he said:
“Yes, the protest brought out the endemic corruption in the oil sector which the government have not been able to tackle over the years and it is still yet to be tackled. Inspite of the mind boggling revelations unearthed by investigative and probe reports those indicted are walking tall on our streets. Many Nigerians can now appreciate the level of corruption that has taken root in this country even if govt has deliberately refused to prosecute the so called subsidy thieves.

Yinka Odumakin, one of the leaders of the SNG concurs, albeit partially. He said:
I think the protests partially achieved its objectives in the sense that we know that the pact with labour to back down to N65 per litre was to move it back to N141 in April last year and that they could not increase it again shows that the protest created a fear in the minds of government and they didn’t know how the people would react it.”

That is a fact that Mr. Osita Okechukwu, the Secretary General of the Conference of Nigerian Political Parties, CNPP agrees with. According to him the protests would have taught President Jonathan the lesson of a social contract between him and Nigerians.
“the protest more than any other event reminded President Jonathan that there is a social contract between the leader and the led and most importantly that this is democracy not dictatorship,” Okechukwu said.

He asserted further that the protest also caged the administration from initiating other anti-people programmes. He, however, regrets that the administration did not do more to win approval for itself through good works.

“Without the protest we could have witnessed other arbitrary petroleum tax increase or electricity tarrif increase from a government preoccupied with taxation without service, a government which erroneously hangs on a nebulous economic concept that government has no business in business.”

Continuing, he said: “A patriotic government could have by now been constructing two or three refineries with the unprecedented oil revenue.”

Odumakin on his part despite the regrets counts the gains of the protest to include the exposure of corruption in high places.

“Don’t forget that it was that protest that gave rise to the Farouk Lawan Committee which exposed the fleece in the oil industry and also the Ribadu Committee that was set up by the government.”

“But the regret is that because the struggle was not taken to the logical conclusion the corrupt elite still retain power and they have been able to shield all the subsidy thieves and as you can see today most of them are still walking free.”

“They continue to hold the country to ransom and what they cannot get from us at the pump price they are getting from government. Don’t forget that few days to the end of last year that the presidency asked for N161 billion for subsidy.

“So the fact that corruption continues unabated in the country is a result of the fact that the struggle was not taken to its logical conclusion.

“But we believe that a template has been laid and that template would be useful for the fire next time.

Asked when the next fire is coming, he said:
I cannot be talking of date now, but I know that if the country continues the way it is that there is no way that Nigerians will not,we cannot continue this way and people will not say that enough is enough.

After the protest who is occupying Nigeria now, he was asked? Corruption,he replied.

JTF destroys 35 bunkerers’ refineries, 18 boats

Akure — OVER 35 illegal oil refineries and 18 local boats used by bunkerers were, weekend, destroyed by the Joint Task Force on Oil Bunkering operating in Ondo State.

The Joint Task Force which stormed the riverine communities burnt down all illegal refineries in a two day operation in the coastal communities of Ondo, Edo and Delta states.

The operation was in conjunction with a private security outfit, Gallery Security Services Limited owned by an ex-militant High Chief Bebopiri Ajube that intercepted over 1.6million litres of stolen crude last week.

Vanguard which witnessed the destruction of the illegal refineries discovered that it lasted for over five hours and it involved soldiers from the 19th Battalion in Okitipupa, Naval officers from the Forward Operation Base at Igbokoda.

The illegal refineries are hidden in the creeks of Dababilebu, Akitogbo, Adiloseimo, Obontonu and Akina-Zion communities..

How North can produce president in 2015 – Arewa Patriots

Sokoto—For the North to produce the next president in 2015, it would have to correct all ill-feelings caused by the selection of candidates based on sentiments, the Concern Arewa Patriots, CAP, has suggested.

National Coordinator of the organisation, Maiyaki Idris told newsmen in Sokoto, yesterday, that “re-balancing of power sharing formula based on merit will make peaceful advent of a new formula, during and after 2015 – 2019 dispensation, rancour-free.”

Idris called on all stakeholders in the North to lend their support to the course “without undue tension, debate and legal tussle that have given rise to suspicion and insecurity in our nation today.”

PDP BoT: Jonathan, Obasanjo to clash over Anenih

There are indications that President Goodluck Jonathan and former President Olusegun Obasanjo are set to clash again over the chairmanship of the Peoples Democratic Party’s Board of Trustees.

Though the presidency had denied it, there have been reported instances of alleged disagreements between Jonathan and Obasanjo in recent times.

The PUNCH’s investigations on Sunday showed that while Jonathan was pushing the candidacy of a former Minister of Works, Chief Tony Anenih, chieftains of the party, including Obasanjo, were said not to be comfortable with Anenih.

It was learnt that while Jonathan had not openly pressured BoT members to vote for Anenih, he was said to have shown that he had confidence in him.

A member of the National Working Committee of the party, who spoke on condition of anonymity, said Anenih “should be contented with the headship of the Nigerian Ports Authority for now and allow a younger and energetic person to head the board of our party at this crucial time.”

Anenih, once known as “Mr. Fix It” in the nation’s politics was recently appointed by Jonathan to chair the board of the NPA, the same position occupied by a chieftain of the party, Chief Bode George.

George was found guilty of corruption as chairman of the NPA and sentenced to prison by Justice Joseph Oyewole. He completed his jail term in February 2011.

The PDP NWC member, who spoke to one of our correspondents in Abuja also said that if Anenih should become the BoT chairman, he (Anenih) would work against settling the alleged rift between Obasanjo and Jonathan, thus leading to further polarisation of the party.

He said, “You know we are trying to settle the rift between the President and Obasanjo. You know Obasanjo would not want Anenih as his successor and I think the President should just allow Anenih to go and manage the NPA, after all he is a former chairman of the board.”

Obasanjo succeeded Anenih when the PDP constitution was amended to allow only a former President to head the PDP BoT.

But Jonathan, through his spokesman, Reuben Abati, denied that he had a preferred candidate for the BoT chairmanship.

In a telephone interview on Sunday, Abati said determining who becomes the BoT chairman was that of all members of the board and not a one-man affair.

He said, “People should stop speculating. The President is not working for or sponsoring any candidate. The President is a democrat, it is most unfair to say that he is backing a candidate.

The BoT secretary, Senator Wali Jubrin, had spelt out the modalities for the election and promised that it would be conducted according to the party’s constitution.”

Nonetheless, the NWC source said an impending clash between Obasanjo and Jonathan could be averted if the former could persuade a former chairman of the PDP, Ahmadu Ali, who is believed to be Obasanjo’s choice, to step down.

“There is so much tension on who will emerge as the chairman of the board on Tuesday night,” the NWC member said.

It is not surprising therefore that the rank of the leadership of the PDP is divided over who should be supported to assume the position of the chairman of the board of trustees.

Investigations by our correspondents on Sunday indicated that as at Sunday, other zones had refused the overtures of the South -West that it should be allowed to produce the BoT chairman.

Jubrin told one of our correspondents on the telephone that contestants for the position had been engaged in campaign of calumny.

The position of the chairman of the board became vacant in April when Obasanjo, who was its former occupant, voluntarily resigned.

Some top shots of the party were said to be against Anenih occupying the office because they believe that he should be satisfied with being the chairman of a juicy Federal Government organisation as the NPA.

Apart from Anenih and Ali, some of those contesting for the BoT chairmanship are another former National Chairman of the PDP, Dr. Okwesilieze Nwodo; business mogul, Chief Emmanuel Iwuanyanwu; Chief Shuaib Oyedokun, Chief Don Etiebet and Chief Harry Akande.

Our correspondent also gathered that both the South-West and the South-East caucuses of the party had been insisting that the position be zoned to them.

For example, the Zonal Publicity Secretary of the party in the South-West, Mr. Kayode Babade, said, “our appeal is that the national leadership of the party should honour our zone with true position”.

It was gathered that the South-West hinged its claim to the position on the alleged marginalisation of the zone by the Jonathan administration.

It said nobody from the area was among the top four government officials in the present administration.

Besides the President who is from South- South; Vice-President Namadi Sambo hails from North-West; the Secretary to the Government of the Federation, Anyim Pius Anyim, South-East; Senate President David Mark, North-Central; and Speaker, House of Representatives, Aminu Tambuwal, North-West.

Although none of the top four is from the North-East, the zone produced the National Chairman of the PDP , Alhaji Bamanga Tukur. The post is regarded as a powerful one in the party.
