Expanding contraceptive options for Nigeria’s women

I recently met a young woman named Mercy who had five children and was struggling to make ends meet. She had tried oral contraceptives to prevent pregnancy, but admitted that she often forgot to take the pill every day. She then tried injectable contraceptives, which required her to visit the health centre every quarter, but she often did not have enough money for transport. In fact, she became pregnant with her fifth child after missing one injection.

Recently, Mercy had heard good things about long-lasting implants that would prevent pregnancy for several years and would not require frequent clinic visits; however, when she travelled to her health centre, she found that none were available.

Unfortunately, Mercy is not alone. Today, more than 200 million women worldwide want, but do not have access to, contraceptives, and many of these women live in Africa. For example, in Nigeria, just 8% of married women use modern contraceptives regularly, leaving thousands without the ability to plan the timing and spacing of their children. Even when women have access to contraceptives, stock-outs are common, and their method of choice may not be available, limiting women’s ability to choose a method that best suits their needs.

But this is about to change. Thanks to a milestone partnership between public and private organisations, millions more women in developing countries – including in Nigeria – will have improved contraceptive access and options. Through this agreement, Bayer HealthCare is providing its long-acting, reversible contraceptive implant, Jadelle, to millions of women in developing countries over the next six years, at a more than 50 percent discount – at US$8.50 per unit, rather US$18.

There’s strong demand for contraceptive options in developing countries. Long-acting, reversible contraceptives, like Jadelle – which provides effective contraception for up to five years – are particularly attractive in areas where access to health services is limited and stock-outs are common.

In fact, studies have shown that, while only 1-2 percent of the 600 million women in developing countries who are using modern methods of family planning use implants, a significantly greater proportion would choose implants or other long-term methods if they were consistently available. This partnership will help meet that need and give women more options so they can choose what works best for them.

The partners behind this price reduction – including Bayer HealthCare, the Bill & Melinda Gates Foundation, the Clinton Health Access Initiative, the Governments of Norway, the United Kingdom, the United States and Sweden, the Children’s Investment Fund Foundation and the United Nations Population Fund – are contributing more than funds and products. The group is also working with in-country organisations to train healthcare providers in counselling and the provision of high quality clinical services and to improve delivery systems so that a range of family planning options are accessible even in the most remote locations.

Giving women greater contraceptive access and options will have a powerful ripple effect across entire societies. When fully implemented, this new initiative will prevent approximately 280,000 infant and 30,000 maternal deaths. Thousands more children will have mothers while growing up, increasing their chances of attending school, eating well and staying healthy.

Ultimately, this plan will save approximately US$250 million in global health costs. That’s millions of dollars that can be reinvested in other global health and development programmes to help improve the lives of women and children in the poorest countries.

This partnership comes as a direct result of the landmark July 2012 London Summit on Family Planning. At this meeting, global leaders committed to provide 120 million more women in developing countries with access to voluntary family planning services by 2020 and called for innovative partnerships to expand contraceptive access. This commitment was later reaffirmed by leaders at the United Nations Commission on Life-Saving Commodities meeting in September 2012.

Announcing this Jadelle price reduction is just the beginning. Global leaders from various sectors must continue to collaborate, form new partnerships, develop new technologies and, ultimately, generate even more solutions that will expand access to family planning worldwide.

Here in Nigeria and in other African countries, our Heads of State and Ministers must continue the leadership they demonstrated at the London Summit by turning their promises to invest in national family planning programmes into action. Only through this next step will women in Africa truly benefit from these commitments.

By making contraceptives—including long-acting, reversible methods like Jadelle—more affordable and accessible, we can help give women like Mercy the power to create better lives for themselves, their families and their communities.

Stop stabbing NFF in the back, Anyansi tells Keshi

Vice-Chairman of the Nigeria Football Federation Technical Committee, Chief Felix Anyansi-Agwu, has hit out at the Head Coach of the Super Eagles, Stephen Keshi, over the ‘disdainful and dishonest’ statements credited to him in recent times.

Anyansi, who is also the chairman of two-time African champions, Enyimba Football Club of Aba was leader of delegation of the Nigerian contingent to the pre-Afcon camp in Faro, Portugal and the tournament proper in South Africa.

In an exclusive interview with EnyimbaFC.net, the soft-spoken Anyansi could not hide his displeasure as he criticized Coach Stephen Keshi for, as he put it, “spending too much time ridiculing and damaging the image of the Nigeria Football Federation (NFF)” since the triumph of Nigeria at the 2013 AFCON tournament in South Africa.

Coach of the Nigerian football team Stephen Keshi speaks to journalists at the airport in Abuja on February 12, 2013. The newly crowned African champions Nigerian Super Eagles arrives in Abuja to a warm reception by fans and government officials after defeating Burkina Faso to win the 2013 African Cup of Nations in South Africa. AFP PHOTOCoach of the Nigerian football team Stephen Keshi . AFP PHOTO
Anyansi was particularly miffed by statements credited to the coach, alluding thathe was primed for sack by the NFF during the Africa Cup of Nations tournament in South Africa. He said, “I believe enough is enough of his blackmail of the Nigeria Football Federation.

We won the Nations Cup in South Africa and everyone is happy. Why can’t Keshi thank God for the success and share the joy of all Nigerians? What is he constantly complaining and criticizing the Federation for? Did he just assemble players and fly them to South Africa and won the Cup? Was the NFF not behind him? Were there no people who played great roles and sacrificed a lot for the success of the team as well?”

Anyansi admitted that as part of their oversight functions, the board held several meetings with the coach in South Africa and questions were raised as to why the team was performing below expectation early in the tournament.

“After our first two draws against Burkina Faso and Zambia, the NFF was put under pressure by a lot of Nigerians who demanded to know why the Super Eagles had performed below expectations. During this time in South Africa, meetings were held by members of the Federation to work out a way to improve the performance of the team. Keshi himself was a part of these meetings.”

The Enyimba boss denied that the board ever lost faith in the team and the technical crew during the tournament. “After our victory against Ethiopia, everyone knew we needed a lot much more to overcome Cote d’Ivoire. To show our faith, support and belief in Keshi and his players, we gave $30,000 bonuses to all players and Coach Keshi received $60,000. This bonus should not have been since the team should have earned $5000 for each draw and $10,000 for the win, making it $20,000 for the players and $40,000 for him.

“So, he should be honest to himself and stop his criticisms of a Nigeria Football Federation that provided him a platform to succeed. He should stop stabbing the NFF in the back by putting himself under the spotlight and cast the NFF in bad light. His success is our success, so there’s no way we are not going to be supportive of him and give him all the assistance he needs to do well.”

Obasanjo for NIMAREX 2013

Lagos – Former president Olusegun Obasanjo has promised to be part of a three-day Nigeria Maritime Expo (NIMAREX 2013) opening on March 12 in Lagos.

Mrs Magaret Onyema-Orakwusi, the Chairman, Planning Committee of NIMAREX 2013, said in a statement on Sunday that Obasanjo gave his approval when the committee visited him in Abeokuta.

According to the statement, the former president will speak on key maritime issues at the opening of the three-day event.

“ The former Nigerian leader has confirmed that he will be present to chair the opening ceremony of Africa’s largest maritime event – the Nigeria Maritime Expo (NIMAREX) 2013.’’

The statement said Obasanjo, as the military head of state from 1976 to 1979, acquired 19 ships for the defunct Nigerian National Shipping Line (NNSL).

According to the statement, Obasanjo will want to know how well Nigerian ship owners have fared.

It added that the event’s planning committee also assured the former president of a hitch-free expo.

“The event is a not a profit-making venture, but is being organised to stimulate rapid development of the nation’s ailing maritime industry.

“It is also meant to open up the industry to the rest of the world, with a view to attracting foreign direct investments.

“NIMAREX is an annual event hosted jointly by the Federal Ministry of Transport with its parastatal agencies and stakeholders in the maritime industry to show the nation’s enormous maritime endowments.’’ (NAN)

Nigeria lacks good leaders – OBJ

Former President Olusegun Obasanjo, Saturday, said Nigeria lacks good leadership to administer her enormous potentials.

Obasanjo, who identified lack of quality leadership, among other factors, as major hindrances to development in Nigeria as well as other African countries, lamented the lack of leadership that could harness the resources to the point of noticeable development.

The former president spoke in Abeokuta during the final of Africa Region Inter-collegiate Debate on Human Security Africa, organised by Centre for Human Security (CHS), an arm of the Olusegun Obasanjo Presidential Library.

The occasion featured universities and secondary school students from Nigeria and other African countries who participated in a debate as part of the activities marking Obasanjo’s 76th birthday.

The former president opined that there were not many good leaders in the country, stressing that leadership in any country was very important to development and growth.

Chief Olusegun ObasanjoChief Olusegun Obasanjo
“On the topic you have chosen for this debate, ‘Human Security in Africa’, whether it is a myth or reality, threat to human security, high economic growth, whether it is flash in the pan or sustainable, it all comes to one major thing and that one major thing is leadership. Very soon, I do hope that we’ll bring leadership in all dimensions and in all ramifications.

“I realise that we have many Nigerians and there are not many good leaders in Nigeria. Whatever is the reason, it is something we have to tackle because we cannot continue the way it is.

“That brings me to the hope and the bright future that I see in what Profs. Akin Mabogunje and Peter Okebukola are putting together (the debate).

“It’s to try and prepare African youths, boys and girls, together that future belongs to you youths.

“Nobody will help Africa, nobody can help Africa and that is the truth. If we expect others from outside to come and help us, it is a second class help.

“What do I see for the future? We have caliber of women, men, young and old that Africa needs to put itself up and to make its voice heard in the world today and tomorrow.

“Alfred Mills explains in his book, ‘Why Africa is poor’ but it’s a choice, a choice that our leaders have made.

“But here watching you (students) at the college level and university level. I believe that the materials are there.“

Obasanjo said he was shocked when Alhaji Aliko Dangote told him that six Ph.D holders and 600 master degree holders were among applicants for truck drivers in his (Dangote) company.

He stated that the issue boils down to the problems of job creation, wealth creation, among others.

Shock over assassination of Kwara CP, Asadu

Kwara State Commissioner of Police, Mr. Chinwike AsaduKwara State Commissioner of Police, Mr. Chinwike Asadu

THE killing of Kwara State Commissioner of Police, Mr. Chinwike Asadu, in Enugu sent shock waves across the country on Sunday.

The Inspector-General of Police, Mohammed Abubakar, directed the police homicide squad to fish out the gunmen who waylaid and killed Asadu on Saturday night while on a visit to his home in Enugu.

“The killers have murdered sleep and they will not know sleep,” Deputy Force Public Relations Officer, Frank Mba, who spoke for Abubakar said.

The PUNCH learnt that he was killed at about 9.45pm on Saturday in Abakpa Nike, Enugu East Local Government Area, by the gunmen who trailed him to his street.

Asadu’s police orderly, Aloha Olaniyi and driver, Oliver Omeh, were critically injured by the bandits. The duo are said to be receiving treatment at the National Orthopedic Hospital, Enugu.

Olaniyi was shot in the chest, stomach, hands and leg. His service rifle was also said to have been taken away by the gunmen.

Enugu State Police Command spokesman, Ebere Amaraizu, had before the IG’s directive said, “The people responsible for the act shot at him (Asadu) several times when he was entering his residence at Abakpa Nike.”

Asadu had in company with Olaniyi and Omeh reportedly escorted a visitor , leaving behind his official escort team that came with him from the Kwara State Police Command when the gunmen struck.

They (Asadu, omeh and Olaniyi) were said to have noticed a bus trailing their vehicle as they drove into the street.

The gunmen, who were in the bus were said to have shot sporadically at the rear of the CP’ s car.

The new CP in Enugu State, Tonye Ebitibituwa, was reported to have ordered his men to conduct serious manhunt for the gunmen within and outside the state capital without delay.

Abubakar tasked the detectives to assist the Enugu State Police Command in tracking down the killers.

Mba told one of our correspondents via the telephone on Sunday that Abubakar was saddened by the death of Asadu, adding that the police would do everything possible to apprehend his killers.

Asked if any arrests had been made, Mba declined to make a categorical statement.

But he said, “The killers of Asadu have murdered sleep and they will find no peace; they will find no rest and no comfort. The IG has directed the homicide division to assist the Enugu State CP to track down the murderers.”

Mba explained that the police had commenced investigation into the incident which he described as unfortunate and the height of criminality. He expressed confidence that the suspects would be arrested and brought to book soon.

Kwara State Governor Abdulfattah Ahmed said Asadu exhibited a high sense of discipline in the discharge of his duties and contributed to the peace of the state as the CP.

Meanwhile, opposition parties have described Asadu’s killing as a sad symptom of a country that has lost grip on its security.

In separate telephone interviews with our correspondents in Abuja on Sunday, the parties- Action Congress of Nigeria, All Nigeria Peoples Party and Congress for Progressive Change- expressed disappointment at the insecurity in the country.

The ACN, through its National Publicity Secretary, Alhaji Lai Mohammed, said the killing of the CP had further shown that Nigerians were not safe.

It however advised Nigerians to be prayerful.

“The CP was a fine gentleman. It is sad that he could be killed like that. If a commissioner of police could be gunned down like a rat and life snuffed out of him like a commoner, it portends a dangerous trend for the security of the country. Nigerians need to be prayerful,” the party said.

National Publicity Secretary of the ANPP, Chief Emma Eneukwu, said the killing of Asadu had further shown that no one was safe in the country.

The ANPP said, “The killing is terrible . That the CP was killed is unbelievable. It shows that no one is safe in the country anymore. May God be with us all.

“Our security is in the hand of God. If a CP with the number of armed security men around him could be killed like that, then we are in trouble.”

The CPC, through its Spokesman , Rotimi Fashakin, said, “We know that our government does not respect Chapter 2 of the 1999 Constitution which talks about the fundamental objective and principle of government.

“In Section 14 sub-section 3 (a) which has about three parts, it talks about the fact that the purpose of government is the welfare and security of the people.

“You will see that in the last three years, security has been taking a big chunk of our budgetary provision yet insecurity has been our lot.”

The Presidency, however, said it was trying its best to ensure security in the country.

Political Adviser to the President on Political Matters, Ahmed Gulak, told one of our correspondents that what the administration required was the support of the populace.

Gulak, in a response to the criticisms by opposition parties, said, “The Federal Government under President Goodluck Jonathan is doing its best to tackle the insecurity being witnessed in the country.

“Insecurity is not limited to Nigeria. It is a global phenomenon. All nations are passing through it and Nigeria is having its share. President Jonathan will do everything possible to end the problem within extant laws and with intelligence gathering.

“Nigerians should join hands with government and support Mr. President to quickly put an end to the problem.”

North in the middle of civil war – Danjuma

Former Minister of Defence, Gen. Theophilous Danjuma, yesterday, raised the alarm that Northern Nigeria is in the “middle of a civil war”, following the upsurge of insurgency in the region.

Danjuma, who himself fought in the Nigerian civil war, otherwise called the Biafran war, then called on Northern elites to find solution to the problem, saying attacks by faceless persons, in obvious reference to the killings by Islamists groups, notably Boko Haram and Ansaru, had no immunity for anyone.

The former minister, who made the declaration at the special convocation and N50 billion fund raising for Ahmadu Bello University, ABU, Zaria Phase II Development Project, held in Zaria, described the attacks as “highly contagious” and have crippled social and economic activities of the region.

Danjuma said: “Our founding fathers sought to create a united and self-reliant society based on respect for human life and respect for the rights of others irrespective of tribe or religion. They would certainly be appalled that, today, the nation is in total anarchy. Human life is very cheap and impunity has become the norm. In the case of the North, the danger is very real indeed. Ladies and gentlemen, we are in the middle of a civil war in Northern Nigeria. There is no defined front in this particular war and, worse still, the enemy is faceless and unknown. There is no immunity for anyone.

“This war is highly contagious. Needless to say, the social and economic cost is incalculable. I regret to confess that I have not suggested solution to this problem. It is up to us the elites to get together and brainstorm to solve our many problems. I take this opportunity, therefore, to appeal to the nation for unity. We must unite in order to solve our problems”.

Theophilus Danjuma during Ahmadu Bello University (ABU) Zaria special convocation ceremony and special launching of N50b ABU Phase 11 Development Fund held yesterday.
He commended ABU, the premier university in the North, for being the only truly federal university in the country.

Earlier, former military president, Gen.Ibrahim Babangida, attributed security and developmental challenges facing the nation to the declining fortunes of the education sector.

Babangida, who was chairman of the ABU convocation, said: “The security, peace and progress we aspire for ourselves and our families are not attainable if the majority of the citizenry remain locked in the traps of ignorance and poverty. Ignorance and poverty are two sides of the same coin. Pocketing one of these coins by any community would surely lead to peace and prosperity for all, while picking the other would certainly result into stagnation, insecurity and anarchy that would engulf everyone.”

The high point of the convocation was the confirment of an award of honorary Doctor of Science on Danjuma.

Lagos Polo Int’l Tournament: Ibah emerge Dansa Cup winners

Addo Ismail scored three of his side’s goals as Kano Ibah upstaged Lagos Ericsson 8-5 to win the Dansa Cup at the Lagos Polo International Tournament yesterday.

In the final of the Lagos Open Cup of the double-phased tournament which will resume on Wednesday Tavia Trojan beat Goodfellows/Ark 5-4 to retain the trophy with Santiago Cernadas producing a man of the match performance for the Trojan.

Defending champions Ericsson rallied from a goal deficit to lead 2-1 after Damien Duncan replied twice following Murtala Aliyu’s opening goal from a 40-yard penalty.

Duncan broke away from the roll-in of the second chukka but could not connect his shot at the vital area thus allowing Aliyu to clear.

Tade Oyinlola made a last-ditch effort to clear Ismail’s goal-bound shot but it was given as it had already crossed the line for Ibah to draw level at 2-2.

Aliyu followed up with a missed 60 yard penalty and when a similar situation was presented to Ericsson, Jamilu Umar had his shot deflected off the goal by Ismail. Aliyu and Ismail then scored in quick succession to give Ibah a 4-2 lead heading into the third chukka.

Halifa Ibrahim converted a spot hit to give Kano a healthy 5-2 lead and the gap between the sides was widened as Addi Ibrahim tapped in from a Nura Shamaki’s shot for 6-2 at the end of the third chukka. Abdulmumuni Musa and Duncan scored within a minute midway into the last chukka but Halifa profited from a missed clearance by Umar to score while the same player’s goal moments later proved to be an icing of the cake. Umar had before the costly error scored his side’s fifth goal.

In the day’s first match, Lagos Polo Club President Habeeb Fasinro led Edozie Onwuli, Bowale Jolaosho and Elias Kodahy to beat Team B TJ Saro, Hassan Fayaad Yemo Alakija and Ed Higginbotham 5-3 to win the Veterans and Kids Cup.

SGBN, now Heritage Bank, commences operations today

*Inherited N21bn deposit base…* Core investor owns 80% shares, Saraki family holds 9%…

Society Generale Bank which regained its operating license about three years ago will today open its doors for business. The bank will operate under a new name Heritage Bank. The shareholding structure of the new bank showed that 80 per cent of the new bank is owned by a core investor, 9 per cent by Saraki family (owners of SGBN) and the remaining g 11 per cent to depositors of the bank.

The new bank emerged from former Societal Generale Bank of Nigeria (SGBN) having met the Central Bank of Nigeria (CBN)’s requirement to operate as a regional bank. It decided to begin operation today at the end of the revalidation of account exercise of its old customers which came to a close last week.

Speaking to Vanguard on Friday at the Heritage Bank Night, Managing Director/CEO, Mr. Ifie Sekibo, of the N21 billion deposit base it inherited from SGBN, customers have withdrawn close to 60 per cent amounting to N12.6 billion. But only 15 per cent of such customers have responded to the bank’s verification exercise. Continuing, Sekibo said three branches will be opened at the monent, two in Lagos and one at Ibadan.

Speaking at the event , Chairman, Heritage Bank, Mr. Akinsola Akinfemiwa, said, “We are going to be focusing majorly on Small and medium businesses to ensure that we boost their operation. We are not there to compete with the so called big banks; our services are going to be quite different from what other banks do. We will work closely with the small and medium businesses to nurture them to greater height. We will be enlightening them on her to keep proper books of accounting, how to manage their businesses and make them grow.

Continuing, he said, “our services is going to be technology driven. We may not have many branches, but we are going to deploy technology to reach our customers. It should be noted that SGBN pioneered Automated Teller Machine (ATM) which many thought will never work. But today it is working and making withdrawal easier for people. We are going to do same as we resume operation, our employees have been trained, we attach importance to technology, excellence, professionalism, innovation, dynamism, tenacity and solutions.”

*CBN Governor, Sanusi Lamido*CBN Governor, Sanusi Lamido
It would be recalled that SGBN is one of the two banks whose licenses were recently restored by the Central Bank of Nigeria (CBN) following court orders nullifying the revocation of their licenses. The second bank, Savana Bank, is also preparing to return to the banking industry any time from now. SGBN which has now resurfaced in the Nigerian banking scene as Heritage Bank has commenced full banking operations. It began accounts verification of customers of defunct SGBN on January 28, 2013 to give customers opportunity to either withdraw their money or reactivate their accounts with the new bank.

Vanguard’s investigation at some of the centres designated for customers to verify their accounts balances show that some of the customers of SGBN who had lost hope of regaining their trapped money trooped into the designated centres to revalidate their accounts and take possession of the money they thought was lost.

Investigation revealed that Heritage Bank provided thirteen designated centres across the country for customers of former SGBN to revalidate their accounts and collect instant cheques of the value outstanding in their accounts if desired. The centres which are spread over eleven States/Cities included Lagos, Oyo, Kwara, Rivers, Delta, Akwa Ibom, Bayelsa, Adamawa, Zamfara, Kaduna and FCT.

It was also gathered that Heritage Bank would operate as a Regional bank with a capital base of N10 billion. On how many branches the Bank is likely to have when it starts operation, sources within the bank said, “The process and modalities for commencement of operations are still being worked out and perfected. As soon as these are finalized, we will inform you. For now, it is preposterous to hazard any guess.”

The aim of the revalidation exercise according to the bank is to possibly pay all customers of SGBN who came to participate in the exercise and cheques were issued to those who requested for their deposit at the validation centres immediately their accounts were successfully validated. When Vanguard visited some of the centres in Lagos, few people were seen collecting their cheques.

Sources close to the bank said, “It is not compulsory for customers to forcefully bank with Heritage Bank. However, any of the customers who willingly want to retain his/her account with the new Heritage Bank could exercise that option.”

It was gathered that some of the customers had asked for their validated SGBN accounts to be retained with the upcoming Heritage Bank, but nobody was coerced or forced to do this as many others have opted to collect their money.

According to sources who spoke on condition of anonymity “The bank would be sending pictures of people being paid at the centres to you and a few other media partners very soon. As the exercise was on Vanguard investigation on the level of compliance had showed that the turnout continued to improve in all the centres; more and more people are now visiting the centres, having put away initial skepticism. And the management of Heritage Bank is happy and satisfied that Nigerians who had already lost hope of recovering their trapped funds in the old SGBN are now actually collecting their money at the validation centres, thereby getting a priceless opportunity to move on from the trauma of the past years.

Meanwhile, one significant highpoint of the account validation exercise, which kicked off on Tuesday 29 January, 2013 for customers of the defunct SGBN is the immediate issuance of payment cheques to customers whose accounts are successfully validated.

Investigations conducted across some designated centres showed that the exercise was in two parts namely verification of accounts and instant issuance of payment of cheques for those who prefer to collect their balances in their accounts with defunct SGBN. At the AIB plaza centre in Lagos, an official who asked not to be named stated that the management of the new Heritage Bank has put everything in place to ensure that all SGBN customers who turn up for the month-long exercise went back satisfied. In her words, “Management has made adequate arrangement for everybody and we have the financial strength to pay everybody if the need arises”.

On the modality for account validation, the official said Savings account holders are expected to come with means of identification such as driver’s licence, passport or national identity card, as well as their cash withdrawal forms and deposit slips. For Current and Corporate accounts, holders are expected to present their cheque books or cheque stumbs.

“The process is simple, hassle-free and technology-driven to ensure that customers that turn up do not have to wait endlessly. We just call up the customer’s number from our server base at the head office. Once this appears, the customer’s picture is taken and stored and the form is passed on to the Validation officer through the control officer, for the account to be verified, including the balance in such account. Once this is done, the customer is referred to the cashiers who instantly write cheques for those that want their account balance paid”, the official explained.

Though turnout of customers was yet to pick up at the various centres visited during the first week of the exercise, the sources who spoke with Vanguard attributed it to customer apathy due to the failure of such exercises conducted on behalf of SGBN by CBN in the past.

A Lagos-based financial analyst, Jaye Opaleye, noted that most customers would still be having doubt about how the current exercise would be different from the past ones. It would be recalled that in 2005, SGBN customers were asked to come for the validation of their accounts, but nothing tangible came out of the exercise. “ So, it is expected that the turnout now would be tentative. But with the way Heritage Bank is conducting the exercise, especially the aspect of issuing payment cheques to customers at the validation centers, one could see that they are very serious and prompt. It is a really different attitude and style which is a mark of integrity and a boost for the new bank and the banking sector generally”, Opaleye noted.

Customers interviewed in some of the centres expressed happiness at finally having the opportunity to reclaim their trapped monies after many years. According to a happy, middle-aged customer at the Akoka centre who waved his cheque excitedly, the current exercise by Heritage Bank has ended his long wait. “I am really happy that after so many years, we, depositors of SGBN can now smile again. This is a good development indeed and a credit to the new bank- Heritage Bank- because this exercise has just been fantastic. It took just a few minutes for them to resolve my issue and settle me.

BOKO HARAM: We are fighting an international war – Ex-DSS Director

Recently, the Senate recommended capital punishment for terrorists in the country. In this interview, Mr. Mike Ejiofor, a former Director of the Department of Security Services (SSS), commends the parliament for the bold step, but goes further to recommend same punishment for corrupt government officials. Excerpts:

The country is facing a lot of security challenges. As a security expert, what is responsible?

As you are aware, the greatest challenge facing Nigeria for now is the issue of Boko Haram, a new dimension has just been introduced where this new group called Ansaru was involved in the kidnapping of French nationals in Cameroon. In fact, this is an international dimension that the group is actually affiliated to Al Qaeda since they are operating across border now and that calls for worry. Security agencies too, I believe, are following events and monitoring developments, but, generally speaking, apart from this major challenge, the security situation in the country is quite appreciable.

The Senate recently recommended death penalty for kidnappers, terrorists and other similar criminal activities. What is your take on that?

I was very excited when the National Assembly, precisely the Senate, passed the Amended 2011 Terrorism Prevention Act prescribing death sentence for offenders; that is quite commendable and I must congratulate the Senate for taking this bold initiative.

Boko haram Boko haram
Terrorism is a fight that everybody should be involved in, all arms of government should be involved in the fight. And I think the fight against terrorism received another boost when the State Security Service paraded some terror suspects who were affiliated to Iran, that was a major outbreak and I think, with that, some of the international connections of these terrorists would —and don’t forget that these suspects were not arrested in the North, as you are aware that the North is the hotbed for terrorism; this cell that was established in Lagos, the Security Service had been following them for long and, for the service to come out that they have arrested suspects in respect of espionage and terrorism involving another national organization is something that we must commend the SSS for, and I plead with Nigerians to come out and assist the security agencies.

General insecurity could be linked to political, religious and economic reasons, they are all interwoven. If you look at when the president came to power, some people threatened that if he assumed office, they would make the country ungovernable and, even though nobody has be specifically held responsible, it does seem that an agenda is being pursued to make his government unworkable and unpopular.

That is the political angle. One group also said Nigeria should be Islamized. Nigeria is a secular state and it is definitely not possible to Islamize Nigeria. On the economic front, the economic downturn in the world is not peculiar to Nigeria and, with time, I think government has made promises of transformation and the transformation takes a lot of time for us to get to where we are now and I think with time we will make a headway.

How can these challenges be handled to ensure that there is peace?

There must be synergy among the security agencies, the people must be committed in providing information, the government, on its part too, should encourage and assist the security agencies in getting modern equipment to fight this war because it is an international war.

It was alleged that the situation is so bad because some security personnel are working with the terrorists.

I don’t see how security agencies should be working with terrorists, but one thing I can tell you, like Mr. President once said, they have sympathizers in the security agencies. Nigeria is the most religious country in the world yet we don’t reflect it in our lives; so, you cannot rule out the possibility of moles in the security agencies. But that is not the position of the agencies themselves, anybody caught divulging or passing information to criminals, there are measures, laid down rules on which such persons can be dealt with but I would not subscribe to the fact that the security agencies are part of the security problem.

Some of the people who say that, say it out of ignorance because if the agencies tell you exactly what they do, it will create fear in the people. It is only when it is obvious that people get to know.

For instance, the kidnapping of the French nationals, the security agencies can’t begin to tell people what they are doing because it will definitely compromise the outcome of investigations, it is only when investigations are concluded, they are many ongoing investigations that get to know what is going on. Our asecurity agencies based on my knowledge are doing their utmost and, just to think of it, why is it that when Nigerian troops or security forces go outside Nigeria, the are adjudged the best?

So what are the challenges facing the security agencies in the country?

Inadequate funding, lack of training, rivalry among the agencies because as things are now, every agency is under pressure; so everybody wants to take credit, and this leads to haphazard coordination in terms of operation. I must advise them to work together in the best interest of the country.

Before the advent of the Yar’Adua/Jonathan administration, no government has taken security seriously as this administration, but it can never be enough because of a lot of damage had been done; remember we witnessed over 40 years or about that of military regime that was interested in protecting itself, instead of seeing to peoples welfare as it is in Section 14 of the Constitution that says that the primary responsibility of government is security and welfare of the people. It is only in this democracy that government started taking the issue of security seriously so there is a quantum link in terms of funding but we still need the government to put more money into security.

The present administration has faced more security challenges than any other administration. Take the issues of Boko Haram and kidnapping, these are the aftermath of the long neglect of the peoples welfare by previous governments.

Government has been accused in some quarters of lacking the political will to fight corruption. Do you agree?

Government is very prepared. Everybody is equal before the law but the poor people don’t have the means, the economic means to hire senior advocates for legal representation. But the ‘big men’ have the means, the money to manipulate the legal process, influence through technicalities.

Our judicial process is very cumbersome, there is a lot of technicalities. If you have a SAN as your counsel, the tendency for them is there to raise technicalities and to warrant series of adjournments and not pursuing the mean issue.

That is the problem, so we need to set up a special tribunal to try cases of terrorism now that the National Assembly has come up with this punishment of death they should go ahead to set a timeline on which these cases like the electoral cases could be decided so that they just concentrate and finish up the cases instead of the unnecessary technicalities and diversion.

Nokia's £13 phone with a battery that lasts a month - and other new handsets

Nokia's long-lived handset was one of several unveiled today at Barcelona's Mobile World Congress - a testing ground for new ideas in mobiles.

Aimed at developing economies and users in remote villages, the Nokia 105 will cost £13 and contain potentially life-saving features including a torch and FM radio.

Struggling Finnish smartphone maker Nokia has launched a budget mobile that costs less than a cheap rubber smartphone case - and has a battery that lasts one month per charge.

Aimed at developing economies and users in remote villages, the Nokia 105 will cost £13 and contain potentially life-saving features including a torch and FM radio.

It was one of several outlandish devices unveiled today at Barcelona's Mobile World Congress - a testing ground for new ideas in mobiles and smartphones.

The 'candybar' device marks the end of an era for Nokia - the 105's colour display means that the firm has now produced its last phone with a black and white screen.

Samsung's eight-inch Galaxy Note is 'the world's biggest mobile phone'.One of four phones announced by Nokia at this year's Mobile World Congress, the company hopes the ultra-budget device will broaden its appeal and help it to establish a dominant position in both China and India.

Other companies aimed for Western consumers - and phones seem destined to get even bigger, and faster than ever.

Samsung Note 8.0 is described as 'the world's largest mobile phone' - it is an 8-inch tablet with full smartphone capabilities.

The size of an iPad mini, its combination of 3G and WiFi provides users with the option to make phone calls - as well as download the latest apps, games, movies and music.

The high-end device runs the latest Android software and is powered by a 1.6GHz quad-core processor which provides the power for advanced functionality such as the pen enabled screen.
The Note 8.0 is due to hit stores in the UK this spring.

Japanese technology firm NEC has announced the world's first folding smartphone.

The innovative NEC Medias W has identical 4.3-inch touchscreen on the front and rear. The latter is mounted on a hinge and flips out - thus turning the device from a smartphone into a tablet.

While NEC's smartphones have failed to take off in the UK in recent years, the brand is still hugely popular in Japan, where this split-screen device is due be launched next month. A European prototype is currently in the pipeline.

Described by Huawei as 'the world's fastest 4G smartphone', the Ascend P2 supports download speeds of 150 megabytes a second - enough to download 2,250MP3 tracks a minute.

While the Chinese firm is quick to point out that those figures are dependent on the user's network connection, the device also aims to tempt early adopters with a large, 4.7-inch HD touchscreen and a 13-megapixel camera.

The Ascend P2 is due to cost £350 and will go on sale in Europe in April.

A hugely popular smartphone brand in Asia and Africa, ZTE has launched the first smartphone based on Mozilla's Firefox operating system - a cheaper alternative to Google's Android.

With a basic suite of features, a positively Jurassic 3.2-megapixel camera and a low-resolution 3.5-inch touchscreen, the compact device is set to appeal to both emerging markets and those who need a second - or even third - phone.

Its success hangs entirely on whether Mozilla can drum up enough support from third-party app developers - though essentials such as mapping and email apps are already in place.

ZTE are set to launch the device in emerging economics this year - with a European and US release date scheduled for 2014.

How my daughter was killed by her boyfriend – Bereaved father

This is certainly not the best of times for the Bournes’ family which is currently mourning following the alleged killing of Olayinde Bournes’, by her boyfriend, last Thursday, in Aguda Ogba area of Lagos.

The deceased, a 22-year-old par time student of the Lagos State Polytechnic, was allegedly beaten to death by her boyfriend over an unknown reason.

Crime Guard gathered that the 200 level Business Administration student had gone to bid her boyfriend, Abuchi Cyril, 24, goodbye , as the latter was reportedly planning to travel to Malasia next day (Friday), unknown to her that would be her final sojourn on earth.

The late Olaide Bournes and her boyfriend, Abuchi CyrilThe late Olaide Bournes and her boyfriend, Abuchi Cyril
Although it could not be ascertained what transpired between the love birds behind closed doors but it was gathered that rather than being entertained in his parents’ apartment located on number 25 Shorimade Street, Aguda Ogba, Abuchi took Olayinde to a neighbours apartment, who at that time was away.

But apprehension, set in, after several calls on Olayinde’s phone by her father, met dead silence. Just as he reportedly stepped outside to see if his daughter was anywhere around, he met some persons in group discussing what was later discovered to be her daughter’s demise.

During a visit to the late Olayinde’s family’s house, her devastated father who offered to speak with Crime Guard said, “ I was at home around 11am that fateful day while my late daughter was outside the house with her mother, all dressed up. I later walked up to them and asked when she would be going to work. And she said she would first go to the bank to submit her account opening form which would enable her receive her monthly salary because she was just employed by Cadbury Plc. Satisfied with the answer, I went back inside to rest because I haven’t been feeling very well for some time.

“ I later learnt that she told her mother she would first go and see her boyfriend Abuchi, who called her earlier to come and see his travelling documents, as he was supposed to travel next day to Malaysia. That was the last we saw of her.

“At about 12:25pm, I dialled her number. It rang but there was no response. I called again around 12:30pm, it rang and still no response. Later, the phone was switched off. I and my wife became worried at that point because we could not say what was wrong with her.

At about 4pm, I decided to stroll round. But when I got outside, I noticed a crowd which turned towards my direction but noone spoke to me. Confused, I went inside and told my wife about what I observed.

Later I sent her to go and purchase some ingredients to prepare super. When she came back, she also told me the crowd stared at her also. Just as we were contemplating on what to do, our fears was confirmed as a young man among the crowd rushed inside and yelled ‘ it has happened o! When we demanded what the matter was, he broke the news of my daughter’s demise. At that instant, my world was shattered. He also told us the corpse was just brought to a nearby hospital. I rushed to the hospital with the hope that I would see her alive. But no, I only saw her remains.

Tell me, should I start preparing towards having another child at this age?”, he asked , trying hard not to betray his emotion.

What went wrong?

Abuchi as gathered, was arrested by policemen attached to Area ‘G’ Ogba, command, from where he was transferred to the State Criminal Investigation Department SCID, Yaba. In his statement to the Police, he reportedly said while he was with Olayinde, she suddenly screamed ‘my head’, before she slumped.

But findings by the police as gathered, revealed that the mattress in the room where Olayinde’s dead body was found was socked with blood. The mattress was reportedly turned upside down before the arrival of policemen. But during a search of the apartment ,blood , suspected to be from Olayinde, was discovered under the bed and later traced to the mattress turned upside down.

Another puzzle that needs to be unravelled was the report that a nurse was reportedly invited by Abuchi while he was with Olayinde. A resident who pleaded anonymity told Crime Guard that :“ We suspect there could be more to all this than meet the eyes. First, the corpse was inside the room three hours before it was taken to the hospital. Why did it take him that long to rush her to the hospital? Abuchi even called in a nurse while he was inside with Olayinde. The nurse we learnt, carried out some treatment on Olayinde. What went wrong that made him invite the nurse? She was even the one that accompanied Abuchi to the hospital where she works, with Olayinde’s body. It was when Olayinde was pronounced dead that she bolted, pretending she was going to get a taxi”, the resident said.

The nurse with an undisclosed identity was reportedly arrested by the Police and later released, an action the bereaved family queried. The deceased’s phone as gathered, was also discovered to be missing.

Police sources hinted that some finger marks were discovered on the deceased neck and her camisole stained with blood. But sources could however not state exactly what led to the death of Olayinde, until the autopsy result will be out.

A Christian wake was held at the deceased apartment, located on 17, Muibi street Aguda Ogba, Thursday, while her remains was interred Friday at Atan cemetery, Yaba.

Al-Qaeda confirms Abou Zeid killed in Mali

NOUAKCHOTT (AFP) – Al-Qaeda’s branch in northern Africa on Monday confirmed that one of its senior leaders, Abdelhamid Abou Zeid, had been killed in northern Mali, a report said.

Zeid was killed as a result of a French bombing raid in the Ifoghas mountains, a member of Al-Qaeda in the Islamic Maghreb (AQMI) who normally writes for jihadist websites told the private Mauritanian news agency Sahara Medias.

He denied claims, however, that another Islamist leader in the region, Mokhtar Belmokhtar, had been killed, saying that Belmokhtar “is in the Gao region, waging the fight against the enemy.”

Merger fall-out: You’re a failure, PDP tells Okorocha

Governor Rochas Okorocha
Governor Rochas Okorocha
Apparently angered by his romance with the newly-formed All Progressives’ Congress, APC, the Peoples Democratic Party, PDP, yesterday, descended on the Imo State Governor, Owelle Rochas Okorocha, describing him as a failure and a disappointment to the people of the state.

PDP accused Okorocha of squandering the goodwill and support of the people by failing to deliver any tangible project nearly two years after he assumed office, regretting that they made a big mistake in entrusting the state to the governor.

PDP National South-East Vice Chairman, Col Austin Akobundu (rtd), in a statement, challenged Okorocha to point out any project he had started and completed since assumption office in 2011, accusing him of being clueless, unfocussed and unprepared to tackle the challenges of the state.

Akobundu said, “Under Okorocha’s watch, Imo has slipped into the failed states category. A state that was once celebrated for strides in education, peaceful co-existence and environmental renaissance has rapidly descended into a beehive for criminality and ecological disaster as a result of abandoned road projects by the Okorocha government.”

But Okorocha fired back at the PDP, calling them a bundle of ungrateful elements, claiming that he had put the party to shame by spreading monumental development projects to all parts of the state unlike what obtained when the last PDP governor held sway for eight years.

The governor, who spoke through his Special Adviser on Media, Mr. Ebere Uzoukwa, warned that he was ready to use his membership of APC to flush out PDP from Imo State and the entire South-East so as to pave the way for the emancipation of the geo-political zone and its people, who had been denied development for about 15 years by PDP.

The incident occurred at Amorji Nike, near the densely populated Abakpa Nike area in Enugu East Local Government Area within the state capital at about 10 p.m.

The Police Commissioner, who reportedly visited his home in Enugu, weekend, was driving into his private residence when the assailants, who might have laid ambush for him, attacked.

CP Asadu, according to sources, had a visitor whom he escorted with his driver and a police orderly posted to guard his residence from Abakpa Police Division, leaving behind the official escort team that came with him from Kwara State Police Command.

They were returning to the house after dropping the visitor when they suddenly noticed a bus trailing them as they turned into his street. The gunmen opened fire on them, killing the police commissioner instantly and injuring two of his aides.

Before the gunmen escaped, they reportedly took away the rifle of the orderly whose body was riddled with bullets. The orderly was shot on the chest, stomach, hands and leg while the driver was shot on both legs.

Asadu was to retire next month

Asadu was to retire from the Police next month. In a telephone chat with our Crime Editor, Mr Emma Nnadozie, on Friday, he excitedly spoke about his retirement and how he would return to Enugu to rest after his meritorious service to the country.

He had said: “I’m looking forward to my retirement. I’ll be out of the public glare for about one year before I come out again. I’ll just be home resting. It will afford me time to be closer to my family. I have served Nigeria and I need to serve my family now.”

Barely 24 hours after this, Asadu’s dream of serving his family was killed by the assailants.

The CP was in Port Harcourt for the opening ceremony of the Police Games and was said to have decided to “touch his home city, Enugu, on his way back to Ilorin when the murderers struck.”

According to a source, “the CP was driving into his personal residence in Amorji Nike after dropping a visitor that night. He was with a police orderly and his driver at the time of the incident. Just about 100 metres to his house they noticed that a bus was trailing them and before they knew what was happening, the gunmen opened fire and killed the CP instantly.

“The gunmen escaped in their bus before the CP’s escort team that was inside his compound noticed what was happening. When the escort team and sympathizers rushed to the scene, they met CP Asadu and his orderlies in a pool of blood. They were rushed to the NationalOrthopaedicHospital where doctors confirmed the CP dead. The other two policemen are now on admission at the hospital.”

Killers have murdered sleep —IG

The Inspector General of Police, Mr Mohammed Abubakar, in his reaction, yesterday, declared that the killers of Asadu had murdered sleep.

Force spokesman, CSP Frank Mba, in a statement on behalf of the IGP said: “It is the belief of the IGP that those who murdered CP Asadu have murdered sleep and they will find no rest. They will find no comfort and they will find no hiding place until they are fished out and brought to justice.”

According to Mba, IGP Mohammed Abubakar “described the incident leading to the death of Chinwike Asadu as most unfortunate and heart-rendering. Particularly coming at a time when the Federal Government, through the security agencies, has been doing everything possible to strengthen the security of the country and improve the quality of protection for lives and property.”

Vanguard gathered that the Commissioners of Police of Anambra, Imo, Ebonyi and Abia State Commands have also put their men on alert for possible interception of the killers.

Police launch manhunt for Assassins

The State Police Public Relations Officer, Mr. Ebere Amaraizu, confirmed the incident when Vanguard contacted him, yesterday, describing the attack as very unfortunate.

According to him, the police would do everything possible to fish out the assailants as investigations into the bizarre incident have already commenced.

The new Police Commissioner in EnuguState, Mr. Tonye Ebitibituwa, was said to have directed his men to launch a manhunt for the gunmen within and outside the state capital.

Orderly, driver in stable condition

Meanwhile, doctors at the NationalOrthopeadicHospital, Enugu are battling to save the two wounded police officers. The orderly who was seriously battered by bullets, according to doctors, was said to be in a stable condition after the surgeries conducted on him throughout Saturday night. The driver was also said to be in a stable condition.

Meanwhile, the incident rattled the command, yesterday, as Asadu’s deputy and other top police officers sobbed profusely at the police officers mess, Ilorin when Vanguard visited.

The officers, both male and female, who all came in casual wears at about 1 p.m wailed uncontrollably

There was no official statement by the command at press time as the spokesman of the command, Olufemi Fabode, was said to be outside the state on official assignment.

It’s shocking, unfortunate — Gov Ahmed

In his reaction, Governor Abdulfatah Ahmed of KwaraState, described the death of the Police Commissioner as shocking and unfortunate.

Governor Ahmed, in a statement by his Chief Press Secretary, Alhaji Abdulwahab Oba, said: “Late CP Chinwe Asadu, in the discharge of his duty in KwaraState, contributed immensely to the sustenance of peace in the state and in the upholding of our values as a state of harmony.”

Ahmed also noted that it was particularly painful that late CP Asadu had become another index in the annals of the growing national insecurity, adding that it had become very expedient for us as a nation to rally round in finding enduring solution to the national malaise.

His last media assignment

The last media assignment of the slain Police Commissioner was on February 21,2013 when he paraded six highway robbery suspects who had been terrorising the state capital and its environs.

Three of the suspects found to be experts in highway robbery were also said to have specialised in stealing commercial motorcycles from their owners using ground pepper and other corrosive substances.

According to him,”three of the robbery suspects specialised in motorcycle theft. They steal motorcycles in KwaraState and sell them in neighbouring states.

“The hoodlums always pretend to be innocent passengers to hire the motorcycle and put pepper or other corrosive substances into the eyes of the riders and take the motorcycles away from them. But luck has run against them.”

Man, 30, beheads father in Ebonyi

ABAKALIKI—EBONYI State Police command, weekend, said it had arrested a middle-aged farmer, Okechukwu Ogbonna, who allegedly severed the head of his 60-year-old father, Ogbonnaya Okereke over alleged mystic issues.

Vanguard gathered that the incident which took place around 5:30 pm last Saturday at Isundiede village in Izzi Local Government Area of the state saw the 30-year-old suspect, who returned from Church, brought out a machete and proceeded to attack his defenceless father in their residence.

Okechukwu, it was learnt, carried out the attack following a prophesy he received from the Pastor of a Pentecostal church (name withheld) who allegedly told him that his father was spiritually manipulating his destiny, thereby making it impossible for him to make progress in life like his mates.

However, sources close to the family revealed that the suspect before committing the dastardly act had displayed animosity against his father for not sending him to school or showing any interest in his future.

Confirming the arrest of the suspect, Ebonyi State Police Public Relations Officer, DSP Sylvester Igbo, stated that the body of the deceased had since been deposited at a mortuary while investigations were on to unravel the identity of the pastor.

“When the suspect was arrested he said he took the action because of the prophesy he received from a pastor that his father was manipulating his destiny and that the reason he also committed the act was because his father did not show any interest in training him in school.”

It was also gathered that barely two weeks ago at 1 Elias Street, Abakaliki, a middle-aged woman and a school teacher, Mrs. Joy Uchaji allegedly killed her two children with a machete then fled to Lagos.

“The attack was repelled by the FOB and JTF troops at the outskirt of the barracks. The encounter led to the death of 20 Boko Haram Terrorists.

“Three four-wheel vehicles and eight motor cycles used by the terrorists were destroyed. Arms and ammunition recovered in the clash include seven Kalashnikov rifles, 10 rocked propelled grendes, two RPG tubes, large quantities of assorted ammunition and eight assorted magazines.”

In a related development yesterday, JTF also arrested two top Boko Haram commanders that were allegedly responsible for the Maiduguri multiple bomb blasts of last Thursday, while 11 governors were holding their meeting on the new All Progressive Congress, APC, party at Government House.

The arrested suspects, according to the statement, are in JTF custody undergoing interrogations.

In Mali

Meanwhile, the global war against terrorism in Mali claimed two top Al-Qaeda commanders where the one-eyed terror leader, Mokhtar Belmokhtar, who masterminded the bloody siege and hostage-taking at an Algerian gas plant in January, was killed by Chadian soldiers fighting in Mali.

This came barely 24 hours after another top commander of Al Qaeda in the Islamic Maghreb, AQIM, Adelhamid Abou Zeid, lost his life in the hands of vengeance-seeking Chadian troops who had lost 12 of its men to the Islamists sect in Northern Mali.

Belmoktar is one of the world’s most wanted jihadists and his death has been described as a major blow to Al-Qaeda in the region and a tremendous moral boost to the Chadian troops which had suffered heavy casualties in the hands of the Islamist rebels which have been forced to flee towns they had seized in northern Mali.

Chad

Chad’s President, Idriss Deby, had announced on Friday that his soldiers had killed another Al-Qaeda commander, Abou Zeid, along with 40 other militants who died in a military operation in the Mali’s Adrar des Ifoghas Mountains near the Algerian border.

This was followed on Saturday with another report by Chad’s armed forces in a statement that “On Saturday, March 2, at noon, Chadian armed forces operating in northern Mali completely destroyed a terrorist base. The toll included several dead terrorists, including their leader Mokhtar Belmokhtar.”

Andrew Lebovich, a Dakar-based analyst who follows AQIM, said: “Both men have extensive knowledge of northern Mali and parts of the broader Sahel and deep social and other connections in northern Mali, and the death of both in such a short amount of time will likely have an impact on militants’ operations.”

France, which led the air strikes against the militants’ mountain hideouts, has declined to confirm the killing of either Abou Zeid or Belmokhtar. Similarly, Washington has kept mum on the killing of Belmokhtar. A United States official and a Western diplomat said, however, the reports about Abou Zeid’s death appeared to be credible.

Shekau on ceasefire, dialogue with FG

Shekau, in a video message, denied reaching any ceasefire agreement with, or having a dialogue with the Federal Government.

His translated message reads: “May the peace and blessings of Allah be upon you all. This is an important message to all people.

“There is this wicked rumour making the rounds that we have dialogued with government of Nigeria which led to a ceasefire on our part. We have also heard how some of our operations and attacks are being credited to criminals.

“As such the security agents have been killing our armed members in the name of criminals. We have seen how our members who were out on holy mission are being attacked and killed with the label of criminals.

“We are telling the world that whoever kills any of our members in the name of being criminals would surely be avenged unless such person repents now. We are stating it categorically that we are not in any dialogue or ceasefire agreement with anyone. And we have never asked anybody in the name Abdulazeez to represent me, Abubakar Shekau, the leader of this movement.

Denies Abdulazeez

“I swear by Allah that Abdulazeez or whatever he is calls himself did not get any authority from me to represent me in any capacity. I do not know him. And if we peradventure encounter Abulazeez and his group, I swear by Allah we are going to mete out the grave judgment that Allah has prescribed for their likes in the holy book.

“I want the world to know that we have no dialogue with government. I have on several occasions attempted to pass this message across via the Internet and Youtube and we later realised that some agents of government kept removing our messages from the net and preventing its online publication so that our messages will not be heard. They know that if the world hears our position on this fake dialogue, their efforts of deceit would be exposed.

Threatens Yobe, Borno, others

“We are also sending this strong message to the people of Yobe, Borno, Bauchi, Kano, Kaduna, Taraba, Adamawa, and any state, that whoever kills any of our members should await a grave retaliation from us.

“God knows that we don’t kill unjustly except those that conspired against us or those that directly fight us, or the government that is waging war upon Allah and His Prophet. We will continue waging war against them until we succeeded in establishing an Islamic state in Nigeria.

“This message is prepared by me and targeted towards clarifying the issue of ceasefire. We have never had any dialogue with anyone. How would we have had dialogue with the government when our members are being killed and detained in cells, both women and children? Do you call this dialogue?

‘We’re workers for Allah’

“That is not dialogue or truce in Islam. In Islam there are condition prescribed for us to go into dialogue, and there are also situation in which we cannot go in to dialogue. What we are doing now is what is prescribed for us by Allah and his holy prophet.

“We are workers in the vine yard of Allah. We are not out to cause destruction, but correct the ills of the society. And Allah is more powerful than all, and He has the might.

“Allah will surely assist us to victory. This is my message to you. If you have not heard from me all this while, now my message should have reached you all.”
